The Human Resource Associate performs a variety of tasks related to the employment and hiring practices, appointments and visa processing, and other related HR functions in support of the Illinois Global Institute (IGI) Executive Office and its centers/programs/institute. This position also supports the business efforts of the IGI executive office, and provides support to the centers for the administration of FLAS fellowships. Primary supervisor to clerical employee shared with Women & Gender in Global Perspectives Program (WGGP).

DUTIES AND RESPONSIBILITIES

Human Resources Employment Processing (Hiring, onboarding, and separating)

  • Lead new hire searches and hiring processes for all employee groups, including international visiting scholars, connected to the executive office and the centers/programs/institute by preparing and submitting hiring workflows in HireTouch, as appropriate; work closely with College HR and the Office of Access and Equity with respect to affirmative action plans and equal employment opportunity practices’ advise the unit on best practices for searches.
  • Interpret and apply policies and procedures related to visas (J-1, H-1, O-1, F-1, OPT, etc.). green card processing and paperwork; work closely with the International Student and Scholar Services (ISSS) office, sponsoring faculty and business units, and foreign nationals throughout the various processes; convey foreign national and visa processing policies and proper procedures to centers/programs/institute.
  • Provide centers/programs/institute with appropriate offer letter template; review draft offer letter and proposed salary recommendation; work within guidelines established by the appropriate collective bargaining agreement (as appropriate), Campus and State policies and rules and Campus and College procedures.
  • Collect, review and submit academic vacation sick leave.
  • Conduct the onboarding process for new hires, including completing the I-9 form in Tracker and assisting employees with new hire forms.
  • Administer exit interviews, as requested, by centers/programs/institute.

Human Resources Administration

  • Process new hires, changes to employee records, labor transfers, service-in-excess/lump sums, pay rate changes, additional appointments (including summer exemption forms) and/or re-appointments in Human Resource Front End (HRFE); enter job transfers and separations in HRFE; enter C-FOAPLs, labor distributions, and transfers in HRFE; enters adjustments in PARIS and ANA.
  • Approve bi-weekly payroll in the absence of the approver.
  • Maintains comprehensive files, which may include confidential employee materials.

Labor and Employee Relations

  • Provide guidance to units on applicable collective bargaining agreement language, policies and rules, and Provost Communications.
  • Provide guidance for leaves of absence and Family and Medical Leave Act requests.
  • Advise on policies related to Ethics, Title IX, ANCRA, and Statement of Economic Interests; ensure compliance with annual trainings and reporting.
  • In collaboration with College and University HR Offices, advice centers/programs/institute on Labor and Employee related issues.

FLAS and Fellowship Support

  • Coordinate efforts between centers/programs/institute, Illinois International Programs (IIP)/ Illiois Abroad and Global Exchange (IAGE) and Graduate College for FLAS (Foreign Language & Area Studies) Fellowships as well as other centers/program/institute fellowships and scholarships.
  • Process stipend payments.
  • Process FLAS Fellowship contract agreements with institutions abroad.
  • Initiate agreements and communicate with institutions for FLAS study abroad.
  • Coordinate with IIP on study abroad agreements.
  • Process FLAS and other graduate fellowship rating forms.
  • Serve as contact to the Office of Student Financial Aid.
  • Enter DAWS/SAPR payments and new DAWS awards.

Building and Project Management

  • Primary contact for building related matters including requesting keys, service and maintenance requests, and Building Emergency Action Plan updates.
  • Complete special projects as assigned by IGI Executive Director and Senior Business Operations Manager.

Shared Employee Management

  • Meet regularly with Women & Gender in Global Perspectives Program (WGGP) to evaluate effectiveness of shared position.
  • Meet regularly with employee to assign tasks and evaluate effectiveness.
  • Train employee on HR related tasks.
  • Assign HR related tasks to employee.

Business Operations and Grant Support

  • Manage payments of honoraria, reimbursements, and other expenses for international visitors and research/instructional collaborators abroad supported by centers’ funds.
  • Assist centers with monthly reconciliation of centers’ accounts and financial reports as needed.
  • Provide financial reporting support for grants as needed.
  • Create, edit, and close all “jobs” in relation to grants.
  • Process student scholarships, grants, prizes, and awards in Departmental Award Web System.

Other duties as assigned to further the mission of the unit.

QUALIFICATIONS

Required:

Bachelor’s degree in Human Resource Administration, Management, Organizational Administration, Public Administration, Labor Relations, Business Administration or a field closely related to the position. Two (2) years (24 months) of work experience performing professional-level human resources duties.

Preferred:

Minimum two years of progressive work experience that demonstrates strong ability to research, interpret, and make recommendations based on HR policy. Experience working in a union environment and interpreting contract language.

Successful candidates will have the following:

Proven track record of customer service to diverse clients. Results oriented with strong organizational and time management skills. Possess excellent interpersonal skills, strong oral and written communication skills, ability to interact with a broad array of internal and external constituents, and the ability to concurrently manage multiple complex tasks. Experience with common computer applications and demonstrated ability to learn new programs. Knowledge of University and Campus policies related to Human Resources including but not limited to those listed in the Campus Administrative Manual, Provost's Communications, and Policies and Rules. Knowledge of Banner, HRFE, HireTouch, I-9 Tracker, ANA, PARIS, and Webi. Experience in documentation, training, search and hire practices, visa processing, and/or appointments processing. Project management training and/or experience working in HR information systems. Working knowledge of University of Illinois business and human resource policies and procedures. This is a full-time Civil Service Human Resource Associate position appointed on a 12 month service basis. The expected start date is as soon as possible after the closing date. Salary is commensurate with experience and qualifications.
