General Description:

The School-To-Work Program (STWP) Specialist is responsible for providing day-to-day implementation of Community College of Philadelphia’s (CCP’s) grant-funded Pipeline to Advanced Manufacturing Careers (PAMC) Program. The PAMC is a pipeline program connecting Career and Technical Education (CTE) students to post-secondary manufacturing skill-based programs, work-based learning experiences, preparing them for direct employment upon high school graduation, and encouraging them to consider CCP as a next step beyond high school. The program includes participation in work-based and experiential learning programs in manufacturing, CCP’s Career Readiness Soft Skills registered pre-apprenticeship, skills-based manufacturing programming, and other important industry-recognized certificate training.

Reporting to CCP’s Apprenticeship Coordinator, the STWP Specialist is responsible for working with schools, principals, teachers, and industry partners to organize, schedule, and administer a successful PAMC program that meet program outcomes. Primary responsibilities include recruitment; enrollment, retention and case management to help students successfully complete the program; and monitoring the progress of students. The ideal candidate for this position will be proactive, detail-oriented, an excellent communicator, flexible, positive, and a team player who is passionate about developing relationships and opportunities for learning between teachers, students, and manufacturing business partners.

This is a temporary, grant-funded position. Employment is based on the continuation of grant funding.

Specific Responsibilities:

• Under the supervision of the Apprenticeship Coordinator, work with identified CTE schools to follow all processes and procedures necessary for successful implementation and operation of the PAMC program.

• Take the lead role in scheduling and confirming PAMC program activities; handling logistical details, including coordination of site visits, employer participation, manufacturing-related events for students, and summer experiences.

• Implement processes related to the recruitment, selection, and registration of program participants.

• Establish and maintain training program schedules and process necessary documentation required for all programs, including student documentation to determine eligibility for participation.

• Serve as a primary liaison with the School District of Philadelphia’s CTE programs.

• Facilitate the hiring process for instructors following CCP procedures. Submit contracts for review and serve as a liaison with external curriculum and/or training providers.

• Monitor project expenditures and prepare reports as needed concerning program outcomes.

• Ensure effective marketing of PAMC; maintain financial and program evaluation reports.

• Provide individualized case management services to students; monitoring the progress of students to ensure the delivery of education, training, and other aspects of the program design, and making suggestions for improvement or modifications.

• Communicate with students concerning program status to ensure successful completion.

• Respond to student inquiries and assist students with identified barriers; referring to appropriate CCP departments and/or faculty, or external resources, as needed.

• Coordinate testing administration with the Corporate Solutions Workforce Training and Testing Center.

• Collaborate with the College’s Dual Enrollment staff to identify students from the program who would be well suited for credit offerings, and work with the Coordinator to identify students who will continue their manufacturing training at the College upon completion of the PAMC program.

• Collaborate with other team members in the Corporate Solutions Unit to ensure successful implementation and evaluation of the PAMC program’s goals and objectives.

• Maintain strictest standards of conduct and confidentiality regarding student records in compliance with FERPA (Family Educational Rights and Privacy Act of 1974, as amended), Veteran’s Administration, Title IV, PA Act 48, 114 and 335.

• Perform other duties as assigned.

Minimum Qualifications:

• Associate’s degree in Education, Sociology, Business, or related field required.

• Two (2) years experience in Career and Technical Education (CTE), higher education administration or continuing education environment, or corporate education or workforce training environment required.

• Excellent organizational, communication, and time management skills required.

• Demonstrated proficiency utilizing MS Word, PowerPoint, and Excel required.

• Excellent written and verbal communication skills.

• Strong attention to detail and accuracy required.

• Ability to collaborate well with internal and external constituents required.

• Ability to prioritize tasks, meet deadlines and maintain flexibility required.

• Ability to manage multiple projects simultaneously.

• Ability to maintain sensitivity, understanding, and respect for a diverse academic environment, inclusive of students, faculty, and staff of varying social, economic, cultural, ideological, and ethnic backgrounds required.

Preferred Qualifications:

• Bachelor’s degree preferred. Any and all degrees must be from a recognized institutional accreditor.

• Prior experience working with training consultants and/or college faculty in the development and implementation of training programs preferred.

• Prior experience managing budgets preferred.

• Knowledge of manufacturing or other trades-related industry preferred.

• Proficiency using Banner or Destiny One preferred.
