General Description:

Responsible for consolidating data for the preparation of the annual budget. Review department budgets with budget managers, identifying, posting corrections and coordinating budget adjustments as needed. Prepare multi-year budget forecasts based on current contracts, historical trends and future assumptions.

Qualifications: Knowledge, Skills & Abilities:

  1. Bachelors’ degree in finance, accounting, business administration or related field.
  2. Minimum of 2 years of relevant accounting
  3. Experience in budgeting, financial analysis and grant development desired.
  4. Demonstrated successful relationship building to form partnerships.
  5. Spreadsheet and office software proficiency with excellent knowledge of reporting procedures and record keeping.
  6. Demonstrated use of tact, judgement and discretion, and ability to relate to people of all ages, races, and social-economic backgrounds.
  7. Methodical and diligent with outstanding planning abilities.
  8. Knowledge of utilization review and quality assurance procedures is preferred. An understanding of College operations, policies and technology is preferred.
  9. Must be detailed-oriented, well-organized, and able to deal effectively with college staff at all levels and handle confidential information appropriately.
  10. Demonstrated ability as a flexible planner with a sense of humor, integrity, and creative problem solver.
  11. Highly motivated and solution oriented with a high degree of integrity, ethics and dedication to the mission of the College with the ability to handle complex problems.
  12. Demonstrated excellent interpersonal communication and presentation skills, both written and oral, which transcend diverse audiences. Training/coaching experience desired.
  13. Ability to work evenings and weekends as needed.
  14. This position may, under certain circumstances need to be worked remotely. A self –starter with internet and the ability to work and collaborate with a team from a distance utilizing technology will be required. Normal business hours will be observed.

Essential Function:

  1. Plans and carries out budget procedures for departments including monthly monitoring of department expenditures and revenues and communicates status to management; assists departments in the preparation of department budgets and budget materials; assists in the development of multi-year forecast estimates for department expenditures and revenues.
  2. Develop, analyze, and execute budgets including grants.
  3. Evaluate the relationships between major program changes and the financial status of the organization.
  4. Ensure there are adequate funds for programs within the organization.
  5. Employ cost-benefit analysis to review financial requests, assess program tradeoffs, and explore alternative funding methods.
  6. Develops and maintains budget monitoring models.
  7. Provide recommendations for budget preparation, formulation, presentation, and execution.
  8. Efficiently recommend allocations for limited financial resources.
  9. Examine past budgets and estimate future financial needs.
  10. Consolidate individual departmental budgets into operating and capital budget summaries.
  11. Evaluate the performance of a program and adjust funding if necessary.
  12. Conduct training regarding budget procedures.
  13. Prepare reports as needed including those for external regulatory bodies as appropriate.
  14. Prepare and analyze departmental reports, evaluate and continually improve departmental services.
  15. Coordinate record keeping and communication as appropriate with other College departments.
  16. Direct and/or participate in, as appropriate, College events, meetings and project teams.
  17. Researches and responds to budget surveys.
  18. Participate on and/or lead project teams.
  19. May provide back up support to other team members.
  20. Perform other duties as assigned.
