Job Summary

The Executive Director, Strategic Sourcing, is responsible for sourcing, negotiating and contract administration of goods and services for the University System of Georgia. The position supervises a six (6) member team which manages over 150 system-wide contracts which continues to grow. This team is also responsible for managing purchase orders, Fuel Card, and PCard administration for the USO.

Responsibilities
  • Direct University System Office procurement process for USO departments, including PeopleSoft ePro; Purchase Orders; Vendor database management; P-Card program; Fleet Service; Contracting; Training; and all competitive bidding requirements
  • Lead RFP process for System-wide initiatives
  • Direct complete cycle of ITS and USG Tech Store contracting process for over 250 contracts annually; complete cycle includes competitive bidding in accordance with DOAS requirements
  • Responsible for contract negotiations; resolution of issues between BOR Legal Affairs and vendor contract terms; contract renewals
  • Monitor system-wide spend in order to determine savings opportunities
  • Direct Minority Vendor/Small Business Spend Reporting and Business Development for USG; conduct reverse tradeshow to provide supplier access to key personnel and knowledge on doing business with USG
  • Provide communication, leadership and assistance to USG institution procurement staff including RFP's, RFQ's, P-card program guidance and annual self-audits required by DOAS
  • Manage two (2) direct and (4) indirect reports including directing workloads and schedules; providing backup; approving time; setting goals and completing performance assessments
Required Qualifications
  • Bachelor's Degree in Business, Finance, or Accounting
  • 7+ years Experience
  • PeopleSoft experience
  • State of Georgia purchasing certifications necessary to qualify as Agency Procurement Officer required
  • Negotiations certification required
Preferred Qualifications

Certified Public Purchasing Officer strongly preferred
