The Assistant Director for Budget - 2 is responsible for all matters of budget and financial analysis for a portfolio of academic departments and programs within Georgetown College, including post-award administration of any sponsored grants within assigned departments and/or programs. They work closely with the Budget Director of the College on a number of critical tasks relating to the financial operations of the numerous departments and programs for which they are responsible.

Reporting directly to the Director of Budget and Financial Operations, and interacting with many university departments and interdisciplinary programs and initiatives, the Assistant Director for Budget - 2 has responsibilities will include but are not limited to:

Budget Development and Financial Analysis

Budget Development
  • Work with department leadership on an annual basis to determine budget needs and requests for the upcoming fiscal year, and in consultation with the College Budget Director and the Senior Associate Dean, develop comprehensive annual operating budgets designed to meet the needs of departments. This position will also be responsible for aiding in the creation of subsequent budget amendments throughout the fiscal year.
  • Create financial models and budgeting tools that consider the nuances of the unique departments in this position's portfolio, in order to increase accuracy and efficiency in the budgeting process.
  • Assist the College Budget Director, the Associate Director for Faculty Records, and the Senior Associate Dean on updating and maintaining the College's Position Budget.


Financial Analysis
  • Monitor departmental budgets, faculty research accounts, and sponsored awards throughout the year, providing guidance on spending decisions in order to ensure consistency with budget, compliance with policy and award requirements.
  • Assist the College Budget Director with monthly forecasting exercises, using information gathered from department stakeholders, in combination with data analytics, to develop informed year end projection figures.
  • Through mastery of the university's reporting systems, respond to ad hoc inquiries from College leadership on the financial performance, spending trends, and similar matters for the portfolio of departments for which this position is responsible.
  • Use in-depth involvement with, and understanding of, department budgets to effectively escalate potential issues or flag important trends for further review by College Budget Director and/or Senior Associate Dean.


Departmental and Faculty Support (including Post-Award Administration)
  • Serve as the main point of contact for day-to-day inquiries and requests for assistance related to matters of finance, budget, spending trends, account balance checks, and similar matters from the faculty, staff, and leadership of the departments and programs included in this position's portfolio.
  • Respond to inquiries in a timely manner, utilizing strong customer service skills, with the goal of delivering helpful, comprehensive responses and assistance to stakeholders - conducting research and/or liaising with different campus partners, when necessary, in order to provide the best quality service possible.


Faculty Support
  • Through regularly (monthly) scheduled, and ad-hoc, meetings with department chairs and program directors, conduct a thorough review of financial activity, in order to clearly and effectively illustrate to stakeholders the current financial landscape of the unit, and develop -using feedback to enhance - management reports for stakeholders.
  • During the monthly reconciliation of departmental activity, ensure that spending is accurate/aligned with budget for non-payroll transactions, and that actual compensation is consistent with the Position Budget, taking action when necessary to correct any errors.
  • Create tools and forms to assist in the daily financial operation of departments.


Faculty Support & Post-Award Administration
  • Serve as the point of contact for all inquiries from faculty members on spending, balances, etc., for both internal and external research accounts, and provide guidance on operational items.
  • Work with faculty to review and reconcile sponsored awards, ensuring compliance with sponsor requirements, and taking timely action when needed to execute corrective entries.
  • Ensure accurate effort certifications are submitted for sponsored awards.
  • Administer the request of award amendments and no-cost extensions, and for award close-out certifications.
  • Manage the invoicing process to sponsors and sub-awardees through close partnership with SPFO.
  • Liaise with the Financial Affairs Business Intelligence (BI) team on faculty reports generated from university financial reporting system(s), soliciting feedback from stakeholders, and strategizing with the BI team on potential changes and enhancements to faculty reports; and work with applicable campus partners to ensure effective and timely reporting for sponsors.


Operations
  • Serve as the Cost Center Manager (CCM) and Grants Manager (GM) in GMS, reviewing all financial transactions for accuracy, completeness, policy compliance, consistency with budget, and, if applicable, sponsor requirements, such as Requisitions, Expense Reports, Accounting Journals, and Revenue Generating Agreements.
  • Prepare transfer and corrective journal entries, informed through close communication with departments and monitoring of financial activity, and submit to Business Operations Specialist for upload to GMS.
  • Prepare and submit payroll adjustment journals for any retroactive changes to compensation expenses.
  • Maintain oversight of all department and/or award revenue; in consultation with campus partners, determine the most appropriate accounting method for recording revenue and assist with processing, where applicable.
  • Work closely with the Associate Director of Faculty Records, the College Budget Director, and/or the Senior Associate Dean on matters pertaining to the Position Budget, both in the updating and maintenance of the budget itself, as well as auditing that compensation is charged in accordance with the planned budget.
  • Assist the College Budget Director in obtaining the information needed from departments and programs in order to execute proper fiscal year end closing procedures, creating accrual and deferral journal entries as needed.


Qualifications
  • Bachelor's degree - accounting/business related fields preferred
  • 5+ years of progressive work experience in financial analysis and budgeting
  • Proficiency in use of Microsoft Office Suite or equivalent - e.g., Google Apps - with a mastery of Excel - e.g., VLOOKUP, pivot tables
  • Excellent written and oral communication skills
  • Experience communicating successfully with a diverse body of constituents
  • Strong orientation to details
  • Excellent customer service skills
  • Ability to interpret and apply university, campus, and school policies and procedures within a complex and diverse organization
  • Ability to work independently to self-regulate and implement time management strategies in order to manage multiple projects/responsibilities simultaneously and meet time-sensitive deadlines, with little supervision
  • Familiarity with managing large volumes of data and database queries

Preferred qualifications
  • Proficiency with Georgetown University systems, specifically GMS (Workday)
  • Work experience in a university or non-profit environment and/or with post-award sponsored research management
