Comprehensive legal oversight of complex corporate-funded clinical research projects, including multi-site, international studies, gene therapy studies in rare diseases, innovative patient registry studies; identifying and addressing legal, regulatory and intellectual property issues and incorporating solutions into the planning and implementation, in concert with study teams, administrative offices and Office of General Counsel (OGC), of a suitable contracting strategy; direction to and coordination of Penn research community members regarding administration and management of clinical research; representation of Office of Clinical Research (OCR) in Penn Center for Innovation (PCI) negotiations of significant, multi-year translational collaborations with pharmaceutical companies.

Job Description
Responsible for delivering the following outcomes to enable Faculty clinical research in accordance with Perelman School of Medicine and Penn policy:1. Complex Research Agreements: Comprehensive legal oversight of complex corporate-funded clinical research projects, including multi-site, international studies, gene therapy studies in rare diseases, innovative patient registry studies; identifying and addressing legal, regulatory and intellectual property issues and incorporating solutions into the planning and implementation, in concert with study teams, administrative offices and Office of General Counsel (OGC), of a suitable contracting strategy; direction to and coordination of Penn research community members regarding administration and management of clinical research; representation of Office of Clinical Research (OCR) in Penn Center for Innovation (PCI) negotiations of significant, multi-year translational collaborations with pharmaceutical companies.2. Implementation of Novel Initiatives: Coordination and problem-solving within OCR and with other PSOM and Penn research administrative offices, PCI and OGC regarding novel initiatives, including implementation of significant translational collaborations with pharmaceutical partners and operationalization of University of Pennsylvania Health System (UPHS) and multiple hospital and clinical practice acquisitions (LGH, CCH, Virtua, Princeton).3.Management of Legal/Regulatory Issues: Coordination and management of and, as appropriate, referral to experts regarding a broad range of compliance,legal and regulatory issues for PSOM, including direction to Faulty and OCR colleagues regarding legal and practical implications of alternative approaches and solutions for addressing human subject research issues, corporate sponsor conditions of funding, human resource challenges and the like; representation of PSOM on relevant committees including Human Research Advisory Committee and Conflict of Interest Standing Committee4. Leadership of Contracting Unit: Leadership, direction, training and management of a high volume unit responsible for negotiating clinical research and related enabling agreements and provide direction and guidance to colleagues/stakeholders regarding planning and contracting for research; training regarding legal developments affecting contracting and research; guidance and support for the Abramson Cancer Center contracting function, coordination among administrative offices regarding responsibility for incoming agreements.5. Administrative Support for the Vice Dean Clinical Research: Provide legal/PSOM, development of human resource tools, including career ladders, recruiting/interviewing candidates for key OCR positions.

QualificationsJ.D. from ABA accredited law school; minimum 5-7 years professional experience, preferably in an academic setting - 10 years preferred.
