Summary

The Executive Director of Emergency Management provides executive leadership in the oversight and execution of the university’s comprehensive emergency management operations including, but not limited to, Preparedness, Response, Recovery and Business Continuity. He/she is responsible for the organization, administration and operations of the Office of Emergency Management (OEM) and its programs. This position reports to the Vice President of Enterprise Risk Services and work with senior leaders, academic deans, vice provosts, vice presidents, directors and department heads to develop and administer Emergency Management Strategic Plans. This includes the management and coordination of the university’s resources and activities designed to address all aspects of threats, hazards, planned events and other emergencies and disasters. He/she ensures the university community is prepared, equipped, trained and ready to respond and address the consequences of disasters as well as mitigate the effects, to recover from the impacts, and to resume academic and business operations and continually improve upon all school/departmental All-Hazards Mitigation Plans. The Director promotes university awareness of the emergency management functions, accurately assesses potential hazards and takes decisive actions. He/she is responsible for designing and conducting training and exercises to minimize the danger and damage to university property and life safety hazards. The Director will create partnerships with internal and external organizations to support the OEM’s operations and for managing and coordinating the University’s resources for readiness during emergency and catastrophic events. He/she provides management and administrative oversight of the university’s Emergency Operations Center(EOC) and serves as the university’s EOC Director and Incident Commander IC).The Director is responsible for developing and administering the departmental budget with financial acumen for demonstrating fiscal stewardship of the university’s financial resources. This position requires frequent travel between all of New Orleans campuses and is required to stay on campus during a catastrophic or disastrous event. The Director is always on call and shall live in Orleans Parish within five miles from the university’s uptown or downtown campuses in order to report to an emergent event in an expedient manner.

Required Qualifications

  • Bachelor’s degree in a related field of emergency management.
  • Three (3) years in-depth experience of development and execution of Emergency Management Program Strategic Plans including leadership and management experience.
  • Experience in managing catastrophic events in Coastal Regions (i.e. hurricanes, tropical storms).
  • Must have a valid and unrestricted(not including corrective lens) U.S. Driver’s license and must meet the Tulane University Authorized Driver Policy criteria.
  • Required to pass initial and periodic background check investigations.

Preferred Qualifications

  • Advanced Degree in Homeland Security, Emergency Management, Disaster management or related field.
  • Five (5) years of additional experience in emergency preparedness, disaster planning and responding to disaster and emergencies, and business continuity desired.
  • Emergency Management experience in a university environment.
  • FEMA certifications in ICS 100, 200,300, 400, 700.
  • Current LEM certification.
  • Current CEM preferred or obtained within 18 months of receiving position.
