Essential Job Duties:

The responsibilities of the Contracts and Grants Manager include, but are not limited to:

Managing sponsored project activities.
Responding to requests for budget projections, account balances, expenditure detail, and other pertinent account information.
Determining when a project modification action is needed.
Determining when a SDC is needed to or from a ledger-5 account, confirming availability of funds, and securing necessary information from faculty.
Securing the necessary information for project modifications from faculty.
Processing modification requests (i.e. no-cost extensions, re-budget actions, PI changes, project scope changes, carry-forward requests, subcontracts, segments) via the Project Modification Request (PMR) system.
Reviewing and approving vouchers, MarketPlace orders, requisitions, P-card purchases, travel authorizations and reimbursements in a timely fashion.
Following up with sponsors on the Aging Invoices report provided by the College to maintain timely invoice payment.
Reconciling financial accounts on a monthly basis.
Analyzing budgets to monitor and review expenditures for accuracy and compliance.
Setting-up new sponsored project awards and maintaining files, including monitoring pending proposals for any necessary chartfield requests on awards that include BME segment funds, or for pre-award project requests.
Creating and maintaining a file for each new award.
Reviewing award notices and Wolfpack budgets for accuracy.
Processing forms to initiate academic salary release, reviewing and approving summer salary actions, and processing salary distributions changes.
Ensuring faculty complete annual summer and academic effort reports so that the department remains compliant.
Documenting cost-sharing commitments and completing cost share confirmations requested by the College.
Processing sponsored project account reconciliations and closeouts.
Performing a review of project expenditures for University, Federal and agency compliance, allowability and allocability, on a monthly basis, and submitting electronic closeouts to Contracts & Grants by the specified deadline.
Preparing monthly financial reports and providing reports to faculty before the 15th of each month, and meeting with the faculty at least every 2 months and as needed.
Processing many proposals simultaneously while adhering to all necessary guidelines and policies.
Assisting the College or external auditor with providing requested documents and approvals.
Working with the Graduate Program Coordinator to process student fees and tuition via GA1 each semester; confirming whether student fees are allowable costs for individual awards; calculating student salary increases to cover fees each semester.
Staying up-to-date on compliance rules and regulations of NC State, UNC, and federal/state agencies including NSF, NIH, DOD, Uniform Guidance and OMB, etc.
Assisting faculty with technical reporting to sponsors and with submitting annual progress reports, including calculating personnel effort, updating faculty support documents, and estimating carryover.
Collaborating with faculty and grant admin in different departments and colleges to create, maintain, and report on segment funds in departments across the College and University (CVM, COS; MAE, ECE and MSE in COE, etc).
Pre-award tasks including assisting faculty with budget development, proposal forms preparation, and electronic submissions (PINS, FASTLANE, grants.gov, etc.). Fully monitoring and facilitating the PINS (Project Information and Navigation System) process ensuring all fields are correctly completed and that all necessary information is loaded into the record.
Communicating effectively with faculty and support staff about any recommended or necessary changes to a proposal budget or justification.
Mathematically applying the proper rules to accommodate the correct fringes, F&A (facilities and administrative costs), tuition rates (under the GSSP) and other direct costs to a proposal budget.
Reviewing each award notice that comes into our office for accuracy, completeness and compliance with University guidelines. In reviewing each award, this position must ensure the budgets are mathematically correct and that F&A is figured correctly based on MTDC (modified total direct costs) or TDC (total direct costs).

Minimum Experience/Education:

Bachelor’s degree with 12 credit hours of accounting coursework; or Associate’s degree in Accounting; or Associate’s degree in Business or related discipline with 12 credit hours of accounting coursework; or equivalent combination of training and experience.
All degrees must be received from appropriately accredited institutions.

Department Required Skills:

Knowledge of Microsoft Word, Excel, PowerPoint, or similar software.

Ability to work with Adobe and Acrobat files, or similar software.

Excellent time management skills and the ability to multi-task in a busy, fast-paced office with frequent deadlines and interruptions.

Ability to maintain and manage accounting records of moderate variety and complexity, including preparation of financial reports.

Ability to effectively communicate verbally and in writing with individuals of diverse backgrounds and responsibilities.

Preferred Years Experience, Skills, Training, Education:

Bachelor’s degree and at least 2-3 years of experience in research administration.

PeopleSoft Human Resources and Financials experience, and WRS Systems.

Preferred experience in RADAR, PINS PMR system, Grants.gov, NSF Fastlane and RAMSeS.
