Scope of Job:
Directs, develops and coordinates business continuity plans meant to preserve business operations after a natural disaster or other disruptive event.


Description of Duties:
• Plans, directs and reviews the activities and operations of business continuity across the institution, following the five phases of emergency management:
o Prevention: Actions taken to avoid the incident.
o Mitigation: Actions taken to prevent or reduce the cause, impact, and consequences of disasters.
o Preparedness: Planning, training, and educational activities for events that cannot be mitigated.
o Response: Occurs in the immediate aftermath of a disaster.
o Recovery: Restoration efforts occur concurrently with regular operations and activities.
• Collaborates cross-functionally to conduct risk assessments and business impact analyses.
• Develops, cultivates, and maintains working relationships with internal/external departments/agencies and other organizations.
• Identifies critical business functions or systems required for operation and proposes backup or recovery plans.
• Develops and oversees testing for the organization’s emergency response plans. Works closely with the Disaster Recovery function to develop plans for protecting the organization’s data assets.
• Assesses vendors to ensure that agreements comply with established business continuity requirements. Coordinates with governmental safety or law enforcement agencies in the emergency planning process.
• Develops and promotes business continuity policies and procedures in compliance with local, state, and federal rules and regulations.
• Directs preparation of directives to division or department supervisor outlining policy, program, or operational changes to be implemented.
• Engages in budget-planning and oversight.
• Develops objectives and activities based on unique situations and forecasts.
• Develops short and long-range plans, conceptual designs, budget requirements and documentation.
• Conducts, develops and assesses emergency response and business continuity training programs and effectiveness.
• Develops, implements, and provides training policies, standards, guidelines, and security monitoring processes in relation to general control, privacy regulations, and development and operation of the University’s infrastructure.
• Monitors the formulation and coordination of projects or event specifications, requirements for contracts and proposals, and associated documents.
• Compiles and submits reports as required by management, state, local, and federal regulatory agencies.
• Oversees and participates in the hiring, training, and evaluation of staff.
• Participates in various committees, professional training, industry conferences, and conventions.
• Performs other duties as assigned.


Supervision Received:
General supervision from assigned supervisor.

Supervision Given:
Direct supervision of assigned staff.

Required Education:
Bachelor’s degree from an accredited university.

Preferred Education:
Master’s degree from an accredited university.

Licenses/Certifications:
As condition of employment this position requires the applicant to be authorized to operate a University-Owned Vehicle for Official University Business. Per University of Texas System Policy 157, applicants will be subject to a motor vehicle record check for their most recent thirty-six (36) month history. Out of State Drivers are required to submit a 36-month history MVR from their prior State of residence(s).

Required Experience:
Five (5) years of experience performing closely related duties, including supervisory experience.

Applicant must be a current UTRGV Employee to be eligible for this position.


Preferred Experience:
Applicant currently holds a comparable position at UTRGV.


Equipment:
Use of standard office equipment.


Working Conditions:
Needs to be able to successfully perform all required duties. Office Environment; some travel and weekend work is required. UTRGV is a distributed institution which requires presence at multiple locations throughout the Rio Grande Valley.


Other:
Exceptional planning and organizational skills. Ability to communicate effectively and appropriately with diverse populations. Must be able to handle multiple tasks simultaneously. Must have ability to work under pressure, solve problems, and negotiate.

The University of Texas Rio Grande Valley was created by the Texas Legislature in 2013 in a historic move that brings together the resources and assets of UT Brownsville and UT Pan American and, for the first time, makes it possible for residents of the Rio Grande Valley to benefit from the Permanent University Fund—a public endowment contributing support to the University of Texas System and the Texas A&M University System.

 

Our new university will also be home to a School of Medicine and will transform Texas and the nation by becoming a leader in student success, teaching, research, and health care. UTRGV will enroll its first class in the fall of 2015, and the School of Medicine will open in 2016.

 

UT Brownsville and UT Pan American

The shared history of The University of Texas Pan American and The University of Texas at Brownsville goes back to 1927, when Edinburg College was founded. In 1973, Pan American opened a second campus in Brownsville, which later became an independent institution of The University of Texas System in 1991. Over the years, the missions and the identities of these great institutions have continually evolved to serve the communities of the Rio Grande Valley.

Now, the evolution and connection between these two institutions is coming full circle as UT Brownsville and UT Pan American are being established as a single, new university and medical school, with a single, new identity—The University of Texas Rio Grande Valley.
