Academic Budget Analyst

Primary Purpose:
Under the general guidance and with limited direction from the Assistant Provost Resource Management, responsible for assisting in developing, monitoring, and analyzing budgets and costs of the Academic Division, including units and programs on all three campuses.


Essential Functions:
1. Monitors salary actions, budget transfers and journal vouchers in light of availability of budget and appropriateness of use of Unit/Division funds in relation to Unit/Division needs.

2. Serves as primary contact and representative between unit budget managers and the Assistant Provost Resource Management Office for planning and monitoring of annual salary budgets for Stockton Campus Academic Units (18). Communicates professionally with budget managers of all Academic Units (20), University Budget Office, faculty, Human Resources, Accounting, and Advancement.

3. Maintains all detailed salary and operating budgets for all funds of Academic Division units.

4. Prepares detailed analysis for the Academic Division, identifying sources of Unit/Divisional permanent and temporary salary savings and Unit/Divisional funding needs.

5. Prepares recommendations for funding competing and dynamic Divisional budget requests.

6. Prepares detailed budget charts, tables, and spreadsheets in support of a variety of budgetary analyses and special projects involving units on three campuses. Compiles and displays data using table and graph spreadsheet applications.

7. Prepares analyses for use by campus administrators (Provost, Deans, Assistant Provosts) when making academic planning, budget, and other presentations. Responsibilities include the identification of relevant and usable data sources, selecting appropriate methods of data collection and data analysis, and reporting of conclusions, implications, and recommendations.

8. Coordinates training of new Academic Division budget managers.

9. Assists in implementation of electronic databases and reports to facilitate planning and decision-making.

10. Performs miscellaneous duties as assigned or requested.


Minimum Qualifications:
• Bachelor ’s degree.
• Three (3) years of experience with budgeting, accounting, and applying accounting principles sufficient to prepare complex and detailed financial and budgetary analyses.


Preferred Qualifications:
• Ability to use spreadsheet software to organize data, conduct analysis, and prepare reports.
• Experience in using financial data system, including querying large data, verifying data integrity, and organizing results in a meaningful way.
• Experience in or knowledge of, budgeting, accounting and accounting principles sufficient to prepare complex and detailed financial and budgetary analyses and to address a variety of unit/divisional/campus issues or budgetary problems.
• Demonstrated creative and analytical skills that allow for interpretation of budgetary, financial, institutional research data, and related management information.
• Ability to perform duties using highest level of confidentiality and respect for others.
• Good communications skills.
• Strong organizational skills to work independently and to prioritize workload under the pressure of competing assignments.
• Good time management skills.

Work Environment/Work Week/Travel:
Work is primarily performed in a standard office environment. Work performed during standard business hours. May be requested to work additional hours to meet business needs or deadlines. Some travel required to distant campuses or conferences/meetings.
