The N.C. Clean Energy Technology Center advances a sustainable energy economy by educating, demonstrating and providing support for clean energy technologies, practices, and policies. This mission is accomplished through work in the following major program areas; Renewable Energy, Clean Power & Industrial Efficiency, Clean Transportation, Green Building, Economic Development, Energy Policy, Workforce Development and Education & Outreach.

The Energy Policy Program at NCCETC serves as a resource for innovative, clean energy policy research and analysis, with a focus on comparative state policy work and the identification and dissemination of policy “best practices.” The program administers the Database of Incentives for Renewables & Efficiency (DSIRE), a national resource providing information on financial incentives and policies for clean energy professionals and end users, and the DSIRE Insight project, featuring the “50 States of…” report series tracking changes to solar, energy storage, grid modernization, and electric vehicle policies.

Essential Job Duties:

This policy analyst position shall assist the Energy Policy Program of the NC Clean Energy Technology Center on projects including, but not limited to, research for the Database of State Incentives for Renewables and Efficiency (DSIRE), the DSIRE Insight project, and analysis for various Center reports and publications. This work will include researching, summarizing, and presenting on federal, state, utility, and local government policies and incentives that support the use of renewable energy and energy efficiency, including statutes, bills, regulations, program guidelines, and other relevant documents.

Primary duties of the policy analyst will include, but are not limited to:

  • Conducting policy research and analysis, synthesizing findings for DSIRE and DSIRE Insight reports and other initiatives;
  • Updating and maintaining accuracy of information resources on the DSIRE website;
  • Developing responses for information requests by policymakers, media representatives, and other stakeholders regarding renewable energy and energy efficiency policy as requested; and
  • Identifying and preparing policy-focused proposal responses to federal, state, and foundation grant opportunities.

Other Work and Responsibilities include, but are not limited to:

  • Presenting on energy policy topics at workshops, conferences, and other meetings.
  • Collaborating with other Energy Policy Team staff to identify and develop new energy policy research projects and tools;
  • Supporting efforts around stakeholder engagement and coalition building for Energy Policy Team and/or Center-wide strategic initiatives;
  • Mentoring student interns; interacting with faculty, undergraduate and graduate students at the University as requested to support research projects related to clean energy; and
  • Collaborating with other NCCETC programs and NCSU departments on projects with broader sustainability objectives.

Additional Duties if Hired at the “Senior Policy Analyst” Level:

  • Will have the opportunity to serve as a co-PI on a grant or have a significant role on a non-grant initiative; and
  • May directly supervise one or more interns.

Other Responsibilities:

  • Collaborate with other NCCETC programs and NCSU departments on projects with policy research components; and
  • Work with interns to help provide oversight and learning opportunities.
  • Perform other duties as assigned.

Minimum Education and Experience:

For Policy Analyst:

  • Post-baccalaureate credentials or a Bachelor’s Degree in environmental studies, political science, public policy, economics, or other related field plus alternative or equivalent professional training and experience.

For Senior Policy Analyst:

  • Post-baccalaureate credentials or a Bachelor’s Degree in environmental studies, political science, public policy, economics, or other related field; and
  • Usually has 2+ years of relevant professional experience.

Other Required Qualifications:

  • Introductory understanding of federal, state, and local energy policy and regulation; regional and state electricity markets; and utility regulation.
  • Ability to work as a team player, along with capability to work independently with significant initiative on defined tasks and projects;
  • Excellent attention to detail;
  • Excellent analytical and organizational skills; and
  • Excellent written and oral communication skills between co-workers and relative to clients.

Preferred Qualifications:

  • Advanced degree in environmental studies, political science, public policy, economics, or other related field;
  • Two or more years of work experience in a relevant field;
  • Strong knowledge of current issues and trends in clean energy and energy regulatory policy;
  • Experience and initiative to manage projects; and
  • Grant writing and/or marketing experience.
