Position Summary:

The Enterprise Student Management Systems (ESMS) Unit within the UCI Office of Information Technology (OIT) provides support for the systems and applications used by six large, complex and mission critical business units: Financial Aid and Scholarships, Financial Services, Graduate Division, Office of the Registrar, Summer Session, and Undergraduate Admissions. The support provided includes daily operational support, monitoring, incident management and troubleshooting; new development, maintenance, upgrades and enhancements to a diverse group of complex in-house developed applications, systems, integrations, data extracts and reports; and support for third-party software products and their integration with other systems.

Under general direction of the Director, Enterprise Student Management Systems, the Financial Services IT Manager spends the majority of time (50% or more) achieving organizational objectives through the coordinated achievements of subordinate staff. Establishes departmental goals and objectives, functions with autonomy. Manages the accountability and stewardship of human, financial, and often physical resources in compliance with departmental and organizational goals and objectives. Ensures subordinate supervisors and professionals adhere to defined internal controls. Manages systems and procedures to protect departmental assets.

Required:

  • Typically, 5-7 years of experience managing an Information Technology organization.
  • Bachelor's degree in related area and / or equivalent experience / training.
  • Excellent written and verbal communication and interpersonal skills with the demonstrated ability to work with both technical and non-technical personnel at various levels in the organization. Ability to elicit and communicate technical and non-technical information in a clear and concise manner. Ability to coach and engage subordinates on proper communication style and diplomacy.
  • Requires knowledge of applications programming function, organizational effectiveness and health and safety (ergonomics, stress).
  • Demonstrated skill in managing technical staff and working with non-technical business community. Must have knowledge of campus and systemwide protocols and procedures for budget and account management.
  • Critical thinking, persuasion / negotiation, conflict resolution, mentoring and staff development, leadership / management, problem solving, human resources policies and procedures relating to management responsibilities. Quantitative abilities, analytical, strong mechanical applications programming systems skills. Thorough knowledge of subject area sufficient for strategic planning, technology assessment and direction.
  • Experience in the management of ongoing technology infrastructure acquisition and expansion, to include the identification and integration of suitable emerging technologies. Thorough knowledge of technical concepts and basic operating principles of data communications, computer hardware, vendor IT products, and software. Ability to understand the process involved to adapt, integrate, and modify existing programs or vendor-supplied products for use within the technical environment.
  • Experienced in leading change management activities and managing their impact across the unit or department. Experience of analyzing buy vs. build procurement for products for effective and efficient technology use. Experience researching, evaluating, acquiring, configuring, implementing and operating vendor or community source systems and related interfaces to other systems.
  • Strong knowledge and understanding of service delivery principles. Experience with security of data and applications and familiarity with legislation, vulnerabilities, hacking strategies, encryption, and database security. Advanced knowledge of secure software development. Experience working within a formal and structured software development life cycle (SDLC).
  • Strong organizational and project management skills; skilled at working independently and keeping track of a large number of on-going problems, requests and projects; experiencing leading projects using industry standard project management principles and techniques. Ability to plan, conduct and coordinated multiple, simultaneous projects. Self-motivated and cooperative work habits. Strong team player and leader.
  • Has solid knowledge of related principles and concepts to provide solutions to more complex and diverse information systems issues. Solid knowledge of the applications programming development function. Solid ability to gather, organize, and analyze data in the completion of assignments. Experience implementing, supporting and maintaining large systems with a significant relational database component and complex technical architecture. Detailed and practical knowledge of relational data design and modeling, SQL programming and relational database management systems such as Microsoft SQL Server, Oracle, Sybase, MySQL or DB2. Detailed and practical knowledge of developing business applications using Java and Java frameworks.
  • Experience using build-automation and continuous-integration and associated tools such as Maven and Jenkins. Thorough understanding of web services (RESTful and/or SOAP), knowledge of Service-Oriented Architecture and experience with API development tools such as Postman, Curl, Aglio API Blueprint or Drakov. Thorough understanding of software design methods including concepts such as dependency injection, the model-view-controller pattern, and object-relational mappings. Thorough understanding of, and experience leading, testing application code in client server environment.
  • Experience leading Quality Assurance and web browser compatibility testing techniques. Experienced with software repositories, version control systems such as GitHub. Experience providing operational support including scheduling, monitoring, executing and troubleshooting applications, jobs and processes. Experience using Jira, ServiceNow or other ticketing / incident management system.

Preferred:

  • Advanced degree preferred.
  • Knowledge of UNIX, Windows, and Internet security issues and vulnerabilities. Understanding of UNIX, Linux, and Windows operating systems. Understanding of Unix Shell scripting.
  • Detailed and practical knowledge of developing business applications using PowerBuilder.
  • Knowledge of university administrative business processes, especially those pertaining to student and non-student Financial Services Knowledge of generally accepted account principles (GAAP).
