The Senior Budget Analyst is the College contact for all salary and payroll related questions, issues, and reconciliations. The incumbent will work closely with the Director of Budget Operations to monitor salaries of all staff, faculty, and temporary employees in the College. This includes working with College budget and HR staff to administer College, University, State and Federal regulations around payroll-related issues and providing guidance and support to the faculty and staff of the College of Arts and Sciences as it relates to payroll. Will assist College’s Finance, Budget, and Grants Office and Human Resources Office as necessary to complete departmental goals and objectives as they relate to payroll. Provides excellent customer service in order to resolve payroll-related questions/concerns, recommends appropriate resolutions based on college policy and/or regulatory guidelines and assists with conducting training as needed. Other duties and responsibilities include, but are not limited to, completing quarterly (or more) salary review for all college-funded faculty and staff; creating and running reports for payroll and other related areas for the purpose of maintaining balanced budgets within the College’s units; entering payroll account changes to record buyout and/or savings; and monitoring payroll to ensure accounting chart-field are being correctly charged.Minimum Qualifications (Classified and Unclassified positions):
Master’s degree and 2 years or bachelor’s degree and 4 years related experience in business, public administration or administrative services.Preferred Qualifications:
Experience working with budgets in a higher education setting. Experience working with an automated time and attendance system is preferred and PeopleSoft/Oracle’s Human Capital Management Systems highly desired.Knowledge/Skills/Abilities:
Knowledge of ability to learn UofSC policies and procedures as it relates to the job, payroll practices and procedures, as well as payroll documentation procedures and requirements. Excellent written and verbal communication skills are necessary. Ability to write memos, letters, and other documents clearly and accurately. Ability to present information, which may be complicated in nature, in a clear and concise manner. Safety Sensitive or Security Sensitive:
Good analytical and research skills. Be self-directed and have strong organizational skills with the ability to organize workflow and prioritize tasks. Ability to maintain a high level of attention to detail and accuracy.
Ability to use personal computers and associated software including, but not limited to, Microsoft Word and Excel.
Ability to maintain all information in a highly confidential manner. Be able to work well with employees at all levels of the University and be able to handle all situations with tact, persuasiveness, and diplomacy with minimal supervision.
