Educational and Experience Requirement:

Bachelor’s degree in Human Resources, Business, or related field. Six years of experience in one or more areas of Human Resources. Previous supervisory experience and experience in benefits and records management required. Previous experience with the Banner Unified Digital Campus system, and in particular, the Human Resources and Payroll module, is preferred. A combination of education, experience, and training that would produce the required knowledge and abilities could be considered.

Nature & Purpose of Position:

Performs highly complex managerial work providing direction and guidance in the operations and planning in the Human Resources Department. Assists the Director of Human Resources with various initiatives and objectives.

Primary Responsibilities:

Responsible for all onboarding for faculty, staff and student employees; insurance, retirement, and other benefits; employment verifications; and records management. Supervises, hires, evaluates, and trains staff. Oversees and approves schedules, priorities, and standards for achieving goals. Develops, implements, evaluates, and oversees compliance with policies and procedures. Assists the Director and other managerial staff in directing and evaluating programs and department activities, focusing on continuous process improvement. Participates in strategic planning. Oversees the processing of all applicable benefits actions for benefits eligible staff, faculty and graduate student employees. Supervises the data entry and audit of insurance actions in the Employees Retirement System of Texas (ERS) online system. Assists with the development, implementation, and maintenance of the processes and systems used for effective onboarding of new employees. Ensures Affordable Care Act (ACA) compliance. Supervises the document imaging process, ensures proper records retention of personnel files, and processing of employment verification requests. Oversees the processing of graduate student employee and hourly student employee electronic personnel action forms. Oversees the preparation of management and productivity reports, studies, Integrated Postsecondary Education Data System (IPEDS) reports, Legislative Budget Board reports, Optional Retirement Program (ORP) Coordinating Board Reports, Medicare Data Match surveys, College and University Professional Association (CUPA) benefit surveys, ACA related reporting, and other benefit related reports and surveys. Supervises the maintenance of web pages associated with the assigned areas of responsibility. Answers policy and practice questions for areas of responsibility. Represents the department at business meetings, conferences, and seminars. Serves as a member of the Banner Human Resources core process team. Performs other related duties as assigned.

Knowledge of local, state, and federal laws. Ability to organize work effectively and prioritize objectives. Ability to exercise discretion, excellent reasoning, and independent judgment. Assists in the development of policies and operational procedures for the overall department. Skilled in directing multiple tasks, setting priorities, and organizing operations. Ability to manage business functions and supervise employees. Contacts include other University departments, vendors and off campus agencies; administrators, faculty, staff, and student employees. Performs research and prepares analytical reports, together with recommendations, on assigned subjects. Position requires confidentiality, attention to detail and accuracy, and excellent communication, time management, and supervisory skills. Position requires travel to conferences.

This position may be designated as a Campus Security Authority (CSA).
