Position Summary :

The Dean of Nursing, Health, & Public Services is the chief support and administrative position for programs that lead to an Associate of Applied Science degree or certificate in nursing, health-care or public service fields and reports to the Vice President of Academic Affairs. The Dean maintains and upholds the College’s values of Respect and Inclusion, Integrity, Collaboration, Humor and Well-Being, Innovation, Quality and Sustainability. The Dean advances the academic vision and leadership required to achieve high standards of excellence in instruction and services with measurable outcomes for faculty, staff and students as they relate to academic planning, programming, and assessment. The Dean will incorporate a strategic and collaborative approach in the development of programs, faculty, and resource management, while working within budget parameters. The Dean builds relationships with internal and external stakeholders through the shared College vision, mission, and values and meets the needs of employers and students. This position requires flexibility which may include occasional evenings and weekends.

ESSENTIAL JOB DUTIES AND KEY RESPONSIBILITIES
1.Coordinate programs and curriculum with licensing boards and regulatory agencies, implementing rules and regulations. Lead the process of program accreditation and preparation of reports for visits. Provide leadership and oversight for continuous improvement as indicated by external accrediting bodies.
2.Provide leadership for the academic programs’ strategic planning activities to align with JJC’s Strategic Goals and Strategic Enrollment Management (SEM) Plan, Educational Plan, Annual Program Updates (APU), and designated College continuous quality improvement processes for program improvement.
3.Provide leadership and managerial oversight (e.g. recruit, select, develop, schedule, respond to grievances and recommend disciplinary actions) of faculty and provide direct supervision to classified, professional exempt, and/or student work/work study students. Adhere to the full-time and adjunct faculty contracts, professional support bargaining agreement/rules, and all federal (e.g. ACA), state (e.g. SURS) and district rules and regulations ensuring efficient operations and student success. Address questions and disputes regarding contracts and faculty workloads.
4.Lead diversity activities and initiatives as they pertain to recruitment and retention of faculty and staff within the Academic Affairs division.
5.Oversee the development, coordination and publication of the course schedules including adding and cancelling of classes. Provide oversight of faculty teaching load. Monitor deadlines to ensure a holistic schedule of classes to promote student completion.
6.Maintain repository of adjunct instructors. Ensure consistent process of adjunct recruitment and credentialing.
7.Maintain contractual relationships and obligations with local health care and public services organizations. Provide oversight of clinical agreements for health occupations programs and facilitate the development of new clinical opportunities for students.
8.Engage in professional development activities, including representing the college at regional and national conferences and meetings and staying current with trends and research in the areas of the division.
9.Identify, develop, and implement new health career programs which are consistent with the mission of the College and which meet the evolving needs of the community and its students.
10.Oversee and participate in advisory committee meetings and maintain strong community ties for division programs.
11.Oversee the selection of full time and adjunct faculty, tenure requirements of full-time faculty, and promoting employee success.
12.Maintain an on-going divisional plan which provides for adequate staff, equipment and facilities, including plans for repair, replacement, modification, and refurbishment of facilities and equipment.
13.Assist with the development and maintenance of partnerships with external agencies relevant to the Nursing, Health & Public Services area, including the development of effective articulation with area school districts and universities.
14.Manage approval of courses and faculty and ensure appropriate assessment and evaluation are occurring for Dual Credit courses in the Nursing, Health & Public Services area. Maintain relationships with staff at participating high schools and vocational centers.
15.Promote the assessment of student outcomes in order to determine the effectiveness of student learning and student development programs within the area.
16.Facilitate the promotion, marketing and communications (e.g. brochures, web page and other materials) needed for the departments of the division.
17.Work with the college grant writer to develop appropriate grant opportunities and collaborative projects.
18.Develop, implement, and monitor annual operating budget of the division and approve expenditures of assigned budgets.
19.Oversee the collection and dissemination of data needed for accreditation, grants, reports, proposals, and budgets.
20.Serve as representative of divisional concerns and needs, communicating both individual and collective concerns to the Vice President.
21.Perform related job duties as assigned.

Minimum Qualifications:

1.Master’s Degree
2.Three (3) years of experience in academic administration including any combination of service as a program coordinator, department chair, associate dean, or other.
3.Sensitivity to and understanding of the diverse academic, socioeconomic, cultural, and ethnic backgrounds of community college students and the various learning barriers that exist for these students.
4.Demonstrated excellent written, oral, and interpersonal communication skills.
5.Strategic capability and thinking skills.
6.Strong problem solving, judgement, and decision-making skills.

Preferred Qualifications:

1.Earned Doctorate.
2.Three (3) years of experience teaching in a Nursing, Health or Public Services program in a community college or other post-secondary setting.

Physical Demands:

1.Normal office physical demands.
2.Ability to travel between campus locations and to and from community events.
3.Ability to travel in state and nationally.

Working Conditions:

1.Duties are performed indoors in the usual office environment.
