Purpose of Job:

PURPOSE AND SCOPE:
The Executive Director of Budget, Forecast, and Reporting is an integral and collaborative member of the Financial Services Management team. The Executive Director of Budget, Forecast, and Reporting position will review operating budgets to analyze budget-to-actual performance and identify trends affecting budgetary needs. The individual will perform complex and comprehensive work including forecasting, research analysis, trend analysis, financial modeling, and report writing related to budget preparation and submission; lead in providing analytical counsel and support for special projects to senior management; serve as administrator for budget development software; research, develop, evaluate, and formulate modifications and improvements to budgeting policies and financial procedures; support PTC’s financial reporting efforts including accreditation reports, financial audit report preparation.

Education Requirements:

REQUIRED EDUCATION:
Bachelor’s Degree in Business or Accounting

PREFERRED EDUCATION:
Master’s Degree and/or CPA

Experience Requirements:

REQUIRED QUALIFICATIONS:
A minimum of five years’ experience in a supervisory finance/accounting position, preferably in a Higher Education or non-profit environment.

KNOWLEDGE, SKILLS, AND ABILITIES
•Ability to analyze and present financial reports accurately and timely; clearly communicate monthly and annual financial statements.
•Demonstrated proficiency with coordinating and leading the annual audit process, liaise with external auditors and the finance committee of the board of directors; assess any changes necessary.
•Effectively communicate and present critical financial matters.
•Implement a robust contracts management and financial management/ reporting system; ensure that the contract billing and collection schedule is adhered to and that financial data and cash flow are steady and support operational requirements.
•Manage organizational cash flow and forecasting.
•Oversee and lead annual budgeting and planning process in conjunction with the VP & CFO and review all financial plans and budgets; monitor progress and changes; and keep senior leadership team abreast of the organization’s financial status.
•Update and implement all necessary business policies and accounting practices; improve the finance department’s overall policy and procedure manual.

Responsibilities:

ESSENTIAL JOB FUNCTIONS:
•Aligns Key Performance Indicators (KPIs) with organizational goals and updates VP & CFO and other business leaders.
•Assist with the accounting and reporting of the grant process in conjunction with the Manager of grant and Report writing.
•Continually assesses the effectiveness of strategies and best practices for budgeting and forecasting; develops and implements tools designed to improve budgeting and forecasting process; and monitors and enforces adherence to approved budgets and forecasts to ensure targets are achieved.
•Develops and maintains weekly, monthly, quarterly, and/or annual financial reporting and forecasting to effectively monitor and manage productivity, accuracy, and adherence to policies and procedures.
•Leads presentation creation for global reviews with CEO, CFO, and other global leadership
•Manages the application data collection, review, reporting, and audit process associated with all levels (locate, state, federal) of the CARES, PPP, and other HEERF related acts.
•Remains current regulatory requirements, organizational compliance policies, economic and business conditions, operating trends by business, industry, and market trends; researches analyzes, forecasts business impact and/or risk; and ensures timely updates to VP & CFO other business leaders.
•Review monthly financial reports for accuracy before publication.

WORKING CONDITIONS:
•Equipment used includes desktop or laptop with Microsoft Windows environment, calculator, phone, and other general office equipment
•Interface with internal and external contacts as needed to carry out the functions of the position
•Work generally performed in a climate-controlled office with minimal exposure to safety hazards

WORK SCHEDULE:
Typical hours are Monday through Friday – 8:00 am – 5:00 pm. (Hours may vary during the week as we currently have a remote work schedule).
