Job Description Summary:

APPLICATION DEADLINE: This is an open until filled search. First consideration will be given to applications received by July 6, 2021. BASIC FUNCTION:

Responsible for installing, inspecting, testing, repairing, and maintaining fire alarm, fire suppression, intrusion alarm, and related safety and security technology systems on URI’s campuses in accordance with applicable codes and professional standards. This includes management of all fire and intrusion alarm panels and master box connections (municipal reporting systems) as well as assisting other units of the University with CCTV security cameras, access control systems, building monitoring systems, and related technologies when called upon from time to time.

Responsible for the day-to-day functioning of Alarm Services including staff supervision, work assignments, and training. Work with the Coordinator of Fire & Life Safety and others on plan review and approval for upgrades and new installations of fire alarm, fire suppression, intrusion alarm, and other safety and security technology systems.

Duties and Responsibilities:

ESSENTIAL DUTIES AND RESPONSIBILITIES:

Administer and perform fire alarm, fire suppression, and related system inspections as mandated by the State Fire Code; Review collected data from required testing of equipment; Write follow-up reports and make recommendations for remedial measures if necessary.

When necessary, assist staff with investigating, troubleshooting, and correcting system malfunctions and failures.

Advise contractors with regard to system installation; Prepare reports for superiors on work in progress and assist the authority having jurisdiction in rough wire inspections and final acceptance and commissioning of installations on projects constructed by contractors and other maintenance reports; Notify a superior, the project engineer in charge, or project manager when situations arise involving failure to follow plans, codes, and/or specifications.

Evaluate projects, estimate time and materials required to complete projects, and monitor projects progress to ensure timeliness; Develop work schedules and a preventative maintenance program in a designated trade discipline and apply them to the duties of assigned staff.

Plan, supervise, and review the work of skilled trade workers and semi-skilled workers and helpers in all disciplines involving fire alarm, electrical, sprinkler, smoke exhaust, and fire suppression for the installation, repair, maintenance and alteration of facilities and equipment.

Work with the Coordinator of Fire & Life Safety to support the University’s fire drill program; Conduct fire drills at various hours of the day and night, recording timed evacuations and filling out reports as required.

Work with the Coordinator of Fire & Life Safety to enforce University policies related to fire safety including fire protection impairment procedures, hot works, and fire watches.

Prepare and maintain complete and accurate records of all inspections, tests, repairs, installations, and system back-ups.

Collaborate with Fire & Life Safety on review of plans and blueprints, as well as inspect work for compliance with all applicable national and/or state fire and life safety codes for all types of building construction, renovations, remodels, and additions to new structures; lay out systems to comply with prints, departmental needs, and applicable code(s).

Review project manuals and drawings and/or make recommendations for new and existing University construction and renovations thereof to ensure compliance with all applicable codes and regulations, and University policy.

Directly plan, assign, supervise, and review the work of a staff of technical licensed electrical/fire alarm subordinates, vendors, and contractors for conformance with standard and University practices. Provide technical advice, assistance, and training when necessary.

Work under the general supervision of the Assistant Director of Public Safety/Emergency Management from whom general and specific assignments and instructions are received with significant latitude for independent judgement in their execution.

OTHER DUTIES AND RESPONSIBILITIES:

Oversee and assist in the installation of new technology systems as deemed necessary by the Assistant Director of Public Safety/Emergency Management; Recommend appropriate alarm, security, and other technology systems as needed.

When called upon, assist other units of the University with installation and maintenance of CCTV security cameras, access control systems, building monitoring systems, and other technologies.

Maintain an adequate inventory of parts, supplies, and equipment to repair and maintain systems.

Develop and oversee a continuing education program for Alarm Services technical staff and a training/mentoring program for new hires.

Perform additional work as required.

LICENSES, TOOLS AND EQUIPMENT:

Alarm systems & equipment; code knowledge; electric & electronic systems; At the time of appointment, must possess, and maintain as a condition of continued employment, either: a Rhode Island Electrical Contractor (Class A) license, OR Fire Alarm Contractor (Class AF) license AND a Rhode Island Journeyperson Electrician (Class B) or Fire Alarm Installer (Class BF) license. At the time of appointment, must possess, and maintain as a condition of continued employment, a valid driver’s license. Must successfully pass a comprehensive background investigation.

Required Qualifications:

REQUIRED:

1.Associates degree from a college or technical school of recognized standing, including completion of courses specializing in electrical and/or fire alarm.

2.Minimum five (5) years of experience such as may have been gained through employment in a responsible or lead supervising capacity in fire alarm installation, service, and/or maintenance.

3.Demonstrated working knowledge of applicable codes and standards (i.e., the Rhode Island Fire Alarm Code, the National Electrical Code, and the International Municipal Signal Association (IMSA) standards for fire alarm and work zone safety, etc.)

4.Demonstrated working knowledge of electronics and electrical systems (i.e., the differences between various alarm devices, their uses and the systems with which they are compatible).

5.Demonstrated knowledge of alarm installation procedures.

6.Demonstrated understanding of the function of various alarm systems.

7.Demonstrated strong interpersonal and verbal communication skills.

8.Demonstrated proficiency in written communication skills.

9.Demonstrated ability to work with diverse groups/populations.

10.At the time of appointment, must possess, and maintain as a condition of continued employment, the following: a Rhode Island Electrical Contractor (Class A) license or Fire Alarm Contractor (Class AF) license, AND a Rhode Island Journeyperson Electrician (Class B) or Fire Alarm Installer (Class BF) license.

11.At the time of appointment, must possess, and maintain as a condition of continued employment, a valid driver’s license.

12.Must successfully pass a comprehensive background investigation.

PREFERRED:

1.Demonstrated ability to plan, supervise and review the work of technical, licensed electrical/fire alarm subordinates.

2.Demonstrated ability to establish and maintain effective working relationships with subordinates, superiors and industry contractors, and related capacities and abilities.

3.Demonstrated ability to train and support technicians in the field, and ability to identify employee strengths and weaknesses in order to develop talent.

4.Demonstrated ability to read and interpret complex electrical wiring plans and specifications including blueprints.

5.Demonstrated ability to survey existing site and document current conditions prior to job construction.

6.Demonstrated ability to prepare written reports concerning defects in electrical and fire alarm installations.

7.Demonstrated working knowledge of the alarm activating aspects and operating procedures of sprinkler systems in order to determine proper settings, flow and pressure.

8.Demonstrated skill in troubleshooting and problem-solving complex technical systems.

9.Demonstrated ability to administer an annual budget at the department level.

10.Demonstrated working knowledge of and experience with Notifier, FCI, Simplex, and Edwards fire alarm systems.

11.Demonstrated working knowledge of and experience with IP-based reporting systems for fire and intrusion alarm.

12.Demonstrated working knowledge of fire sprinkler and/or chemical suppression systems.

13.NICET certification (any level.)

Environmental Conditions:

This position is subject to both indoor and outdoor work. Extreme cold and hot temperatures can be encountered in this position. The potential exists where noise, vibration, hazards, atmospheric conditions, oils, and wearing a respirator might also be encountered.

This position involves traveling throughout the University and could, on occasion, require bending, reaching, ascending, and descending ladders and stairs, stooping, kneeling, crouching, crawling, standing, walking, pushing, pulling, lifting, carrying, feeling, talking, and hearing.

This position requires 24-hour call back in cases of emergency and supervisory presence, when required, on all shifts.

This position will require the use a bucket truck.
