General Summary

This position is responsible for strategic labor relations with respect to the University's instructional bargained-for employees. This includes, but is not limited to, negotiations strategy development, leading negotiations as assigned, interpreting and administering collective bargaining agreements and supporting the grievance process. Supports the proactive resolution of employee relations matters related to teaching staff. The position supports and fosters positive relationships with the American Association of University Professors and the Michigan Federation of Teachers in a manner consistent with the University's labor relations strategy. Performs other assignments and special projects assigned by the Associate Provost and Associate Vice President for Faculty Affairs and Academic Personnel.

Principal Duties and Responsibilities

Assist with developing and administering employment policies, procedures and collective bargaining agreements in a collaborative, future-focus manner on behalf of the university

Ensure consistent interpretation, compliance and administration of CBA terms applicable to instructional personnel across the University, particularly within the Academic Affairs function. This will include the development of procedures and delivery of training in all aspects of contract interpretation and policy administration, as well as participation in input and evaluation processes.

Oversee the Departmental Evaluation Documents (DED) and Departmental Input Documents (DID) document process. Serves as a member of the AAUP DED Standing Committee.

Oversee operation of the Tenure and Promotion submission and dossier system in compliance with the CBAs. Manages the faculty, full time lecturer and part time lecturer evaluation/promotion/tenure process, including the creation and updating of evaluation calendars, related forms and evaluation schedules.

Collaborate with the Associate Provost and union representatives to develop prompt solutions to questions and concerns pertaining to CBAs.

Monitor and evaluate the effectiveness of CBAs—identify provisions that are effective and those that are not; develop and present alternatives to improve contract terms.

Compile appropriate and necessary data for negotiations, including comparison information on wages and salaries, fringe benefits, and comparative contract language to assure that the University is appropriate and competitive in negotiating successor contracts and/or new contracts.

Directly or indirectly manage the employee problem-solving and grievance process. Schedule and participate in Step I, Step II, and Step III grievance hearings. Draft grievance responses. Perform related duties, as assigned.

Develop and implement negotiation strategies and prepare bargaining proposals in collaboration with the Associate Provost; interpret CBA provisions and provide guidance and direction to management on the application of the agreements; explore the use of alternative negotiation strategies and tactics.

Solicit input from University leadership, University Human Resources, and Academic Affairs offices, and others as appropriate, and incorporate into collective bargaining proposals.

Assist with the creating, reviewing, coordinating, and distribution of collective bargaining agreements.

Ensure reporting and management practices are in compliance with existing labor contracts.

Develop and maintain tracking mechanisms for maintaining grievance file paperwork; Coordinate Memoranda of Understanding.

Coordinates all PERA, FOIA, and other data requests. Prepares responses to information requests from academic collective bargaining units.

Qualifications

Bachelor's Degree in a related field from a regionally accredited institution required. Master's or Law Degree preferred.

A minimum of four years' contract management, labor negotiations, and labor strategy experience preferably in a higher education setting.

Knowledge of and experience in employee relations, organizational behavior and administration is required.

Demonstrated ability to analyze, plan, set goals and meet objectives in a collective bargaining setting.

Strong team and relationship building skills.

Outstanding written and verbal communication and conflict resolution skills.

Working knowledge of public sector labor agreements and legal requirements, preferably in higher education.

Ability to be a liaison with the Office of Legal Affairs and University Human Resources.
