Program Officer I, Institute for Reproductive Health - Georgetown Universitys Center for Child and Human Development

The Institute for Reproductive Health (IRH) within Georgetown University's Center for Child and Human Development is dedicated to improving the sexual and reproductive health of women, men and youth through a research-to-practice agenda. Our emphasis is on increasing access to and use of family planning, increasing fertility awareness through life-stage appropriate interventions, expanding access to fertility awareness-based family planning methods in an informed choice context, and developing scalable interventions to transform gender norms and catalyze the diffusion of social norms that support family planning. Cross-cutting themes in the Institute's work include the diffusion of social norms that support adolescent sexual and reproductive health, incorporating gender perspectives in reproductive health and scale-up of innovations. In partnership with a wide range of international and local organizations, IRH conducts research, builds capacity, and provides technical assistance to public and private-sector organizations in lower and middle-income countries and the U.S. The Institute is supported by grants from federal agencies and foundations.

The Program Officer will support the effective implementation of stand-alone implementation, research, and collaborative projects that involve working across countries, expertise, needs, and requests. The Program Officer will be responsible for the overall effective coordination of assigned projects. These responsibilities include, but are not limited to:
  • overseeing project and activity implementation and administration,
  • drafting and proposing consultation approaches and plans, facilitating collaboration,
  • partner coordination,
  • work planning,
  • reporting, and communications.

The Program Officer will:
  • contribute to conceptual and technical areas of programmatic work, with a focus on global leadership and knowledge management.
  • have a programmatic management role and contribute technically to two key projects: Masculinities, Faith and Peace (MFP) and the Global Learning Collaborative to Advance Normative Change and its South Asia Regional Learning Collaborative.
  • work closely with and under the supervision of Senior Program and Research staff.

Work Interactions

The Program Officer-I will coordinate project activities and be a part of teams working on specific activities and projects. As lead of key projects and activities, they will propose, guide and implement project activities, be responsible for leading, facilitating and supporting internal and external consultations, and lead or contribute to program development, management and oversight. The Program Officer-I will contribute programmatically, conceptually, and technically to such activities. Most project and activity-related work will be done in team-based settings, and the Program Officer-I may coordinate teams, or report to other team leads, depending on the activity/project.

The Program Officer-I will work with Operations and Finance staff to ensure timely processing of contracts and delivery of payments for invoices. The Program Officer-I reports to GUCCHD Administrator regarding contractual relationships, invoice processing, reporting, and staffing requirements and Technical and Programmatic reporting to Senior Program or Research staff. The Program Officer-I will work closely with operations and with Senior program staff and faculty researchers to manage and implement program and technical activities. Their role is key to managing and providing support to complex activities, advancing a high work load and tracking reviews and input from collaborators internally and externally. The Program Officer-I may also interact with donors through reporting, meetings, email communication and support to the program leads.

  • Master's Degree in international development, public health, public administration or related field.
  • At least 2 years of professional experience in health or international development.
  • At least 2 years of budget and program management experience and at least 1 year of international program experience.
  • Broad knowledge of international development. French language skills a plus.
  • Ability to manage on-going responsibilities and prioritize tasks and assigned to ensure that timely deadlines are met and that the Institute's internal system is maintained.
  • Ability to work on a variety of teams and with a range of supervisors.
  • Excellent writing skills, proofing skills in English and French (a plus but not necessary), and attention to detail.
  • Ability to collaborate professionally with partners and represent the Institute at a variety of for a, including partner meetings and global conferences.
