Organizational Unit Overview:

The Department of Human Development and Family Science is one of six units in the College of Health and Human Performance. It has approximately 500 full-time students and 120 licensure only students enrolled in the undergraduate programs of family and community services, birth-kindergarten teacher education, family and consumer sciences, education, and child life. An additional 85 students are enrolled in the Master’s programs of child development and family relations, birth-kindergarten teacher education, family and consumer sciences, teacher education, marriage and family therapy, and the Ph.D. in medical family therapy. The department houses the Nancy W. Darden Child Development Center, the Redditt House: Medical Family Therapy Research Academy, and the ECU Family Therapy Clinic. Job Duties :

The Quality Assurance Program Development Lead is responsible for the development and delivery of the full array of professional development trainings and materials needed to implement the inter-rater reliability project throughout the state as part of the Early Education, Support, Leadership, and Professional Development (EESLPD) program, as administered by the Division of Child Development and Early Education.

The training developed by this position will support the work of the EESLPD hub offices at ECU and UNC-Charlotte as it relates to the NC Teacher Evaluation Process and reliability among evaluators’ ratings.

This position will report directly to the Project Lead Coordinator in the ECU-EESLPD program office and will collaborate closely with the UNC-Charlotte EESLPD hub offices.
Quality Assurance Professional Development Lead duties:

Designing and implementing inter-rater reliability training modules (in conjunction with staff at UNC Charlotte)

Working closely with Quality Assurance Program Lead at UNC Charlotte on all aspects of the reliability process

Training/Coaching
Leadership staff (Lead Project Coordinators, PIs, Regional Leads) to act as anchors to establish reliability
Analyzing data and developing data reports

Sharing regional lead responsibilities in a designated region with a small caseload of teachers
Participating in Leadership Meetings

Attending regional meetings

Supporting and monitoring mentor/evaluators in reliability processes

Completing other duties as required
This is an 11 month position.

Minimum Education/Experience :

Master’s degree in education or child development or related field, with a concentration in early childhood education, child development, human development/family studies, special education (early intervention/preschool), or related area. A minimum of 3 years of progressive, successful experience as an early childhood leader at local, regional or state-level. Experience as an evaluator with the EESLPD unit and experience as a trainer required. North Carolina Birth-through-Kindergarten (BK) or Preschool Add-on License is required.

Equivalent education, experience and NC Education License may be considered.

Knowledge, Skills, and Dispositions Required in this Position:
Professional Knowledge: In child development and application of theory; adult learning theory and evidence-based practices in designing and delivering effective professional development; NC Professional Teaching Standards; NC Department of Public Instruction’s Educator Effectiveness System; NC Foundations for Early Learning and Development; NC Pre-K and Developmental Day Program Requirements; NC State Board of Education Teacher Licensure Policy: Beginning Teacher Support Program; NC Department of Public Instruction’s Mentor Standards and knowledge about NC educator licensure requirements. Knowledge of the EESLPD Framework (procedures, guidelines and implementation) is preferred.
Technical Knowledge: Ability to use the NC Department of Public Instruction’s Home Base/NC Educator Effectiveness System, database spreadsheets, Power Point presentations and Blogs. Skill for designing effective training modules to be delivered in a face-to-format format as well as online modules. Skill for using technology and computer in daily work with.
Strong oral and written communication: Ability to design and deliver training to Mentor/Evaluators to help them understand and use the Professional Teaching Standards rubric according to stated criteria to reach reliability. Excellent writing and presentation skills.
Exceptional interpersonal skills: Ability to actively participate as a member of a team and provide leadership to the team. Ability to listen, collaborate, generate ideas, and be open to others’ ideas.
Building collaborative partnerships with other agencies across the state who are stakeholders in the Teacher Support Program for licensed early childhood educators, especially with the UNC-Charlotte EESLPD hub office.
