Job Description
Reporting directly to the Chief Business Officer and Vice President for Administration and Finance, the Chief of Police is responsible for public safety, including law enforcement and security operations, for the campus.  This command position will provide leadership, administrative direction, and strategic planning for the UMB Department of Public Safety.  Takes a critical role in providing leadership in planning for and responding to campus emergencies and developing proactive outreach programs for a diverse community.

  • Provides leadership in the development and implementation of a five year strategic plan for the UMB Police Department and Security services, including mission and goals, assessment of medium and long range fiscal and facility’s needs, and measures of accountability.
  • Reviews and evaluates the structure and operations of department toward enhanced efficiency and effectiveness.  Plans, organizes, coordinates, directs, and evaluates activities of the UMB Police Department and Security services; establishes goals and initiatives, and the effective utilization and deployment of resources.
  • Develops and implements law enforcement and security policies and procedures; ensures training and strategic deployment of police officers and security guards to effectively address crime prevention, law enforcement, security concerns, and emergencies impacting the University, students, faculty, staff, and visitors.
  • Manages the law enforcement and security staff, budget, and operations of a 24-hour-a-day, 7-day-a-week agency with responsibility for sworn and non-sworn employees.
  • Oversees compliance with the Clery Act and related annual reporting. Supervises the Clery Coordinator.
  • Is a member of the Behavioral Awareness and Threat Assessment (BETA) team to monitor and manage threatening, aggressive, and violent behavior within the UMB community.
  • Attends and/or chairs meetings and committees related to issues of security and safety for the campus; acts as liaison with city, state, federal and other law enforcement agencies; represents the campus on University of Maryland System-wide committees including the UMD Council of Chiefs; reviews/analyzes all law enforcement, security, and investigative reports submitted by outside agencies and prepares reports or responses as appropriate.
  • Maintains collaborative working relations with the City of Baltimore and the Baltimore City Policy Department to facilitate overlapping jurisdictional issues.
  • Leads the agency in maintaining CALEA accreditation status.
  • Serve as Incident Commander for all appropriate campus emergencies. Supports the Executive Director of Emergency Management in the oversight of non-law enforcement crises or disasters on campus.
  • Working in partnership with University partners, communicates with various media outlets, including print media, radio and television media on matters of public safety, law enforcement, and security when deemed appropriate by University Communications and Public Relations.
  • Perform other duties as assigned.

Education: Bachelor's degree in Criminal Justice, Police Administration or other related field; Master’ s degree and additional certification is preferred and can be used to substitute for relevant experience.
Experience: Fifteen (15) years of experience as a full-time commissioned officer; a master’s degree in a related field may be substituted for two (2) years of experience. Priority will be given to candidates who have experience in both City policing and University policing specifically in a complex, diverse, and urban campus community.
Supervisory: Seven (7) years progressive management/leadership experience. Three (3) of those years serving as an executive-level leader who was involved in recruitment, training and professional development of senior staff, and directly responsible for the performance of commissioned and noncommissioned staff.
Training: The Federal Bureau of Investigation National Academy (FBINA) Certification preferred.
Certifications: Certification by the Maryland Police Training Commission or the ability to obtain certification within six (6) months of appointment date.

Scope and Impact:
This position has a high level of responsibility for providing direction and advice to campus administration during emergencies or crisis situations. During daily operations, this position supervises and directs the activities of all permanently and temporarily assigned staff. Scope of decisions may also impact the University on an enterprise scale.
This position must exercise considerable judgment in the development of multiple solutions to unique and complex issues that pertain to public safety and business/academic/research activity. Using a broad scope of guidelines, incident objectives, national standards, and operational needs, this position must review, analyze, interpret, and utilize complex information in the development of action plans to coordinate various functions, departments, concepts, and mandates within the overall campus community.

  • Strategic thinker with demonstrated experience in leading multiple divisions as well as experience working across departmental silos to accomplish missions.
  • Is a visible leader for the police department staff members and who empowers and supports the team and encourages professional development.
  • Collaborative management style with an understanding of contemporary policing strategies and security services including a comprehensive knowledge of: principles and practices of law enforcement and enforcement administration; federal, state, and local criminal, juvenile and traffic laws.
  • Thorough knowledge of: court policy and procedures, laws and procedures of search and seizure, laws of evidence and arrest; fiscal administration and budgeting; crime prevention and criminal investigation; behavioral sciences, group and individual dynamics.
  • Ability to express ideas clearly and concisely, orally and in writing; plan and interpret program objectives and policies; plan, assign and supervise work of others; effectively utilize resources and manpower; establish and maintain effective working relationships with others; define problems, establish facts, and draw valid conclusions; handle sensitive public contacts; analyze problems quickly and take action under stress; speak at public functions; participate in and chair meetings; examine conceptually; persuade and appear confident; motivate and challenge.
  • Excellent initiative with resourcefulness, analytical thinking, and sound judgment and an ability to solve problems and make decisions.
  • Ability to network and interact, as well as support, effective partnerships with key groups and individuals.
