Financial Administrator, Office of Budget and Finance

The University of Tennessee, Knoxville (UTK) invites applications and nominations for the position of Financial Administrator in the Office of Budget and Finance. UTK is seeking candidates who have the ability to contribute in meaningful ways to the diversity and inclusion goals of the university.

Reporting to the Director in the Office of Budget and Finance, the Financial Administrator provides budget and accounting support for financial, budgeting and reporting activities for the Knoxville Campus and the UT Space Institute.  This position will also be assigned departmental responsibilities associated with monthly and year end closing, capital projects, IRIS User Security and other duties as determined by the Director.

Duties and Accountabilities: 

Budget and Financial Accounting

  • Principally responsible for the day-to-day preparation of budget and accounting entries in support of the University community.  
  • Approve campus budget transactions throughout the year, track central commitments and outstanding unit deficit loans, and ensure accurate and timely allocation of funds.
  • Oversee and distribute commitment funding for the annual budget carryover process and annual raise process, monitor central budget reserves and program adjustments and annual computer upgrade program. 
  • Funding entries for capital projects, fund balance transactions and reserve calculations/transfers. 
  • Calculate and post entries for tuition share distributions and Tennessee Fund distributions. 
Annual Budget Process

    Coordinate the annual proposed and revised campus budget process including maintaining standard budget formats and templates and process documentation, and coordinating and preparing budget reports for campus administration, the university systems budget administration office (UTSA) and THEC for inclusion in the annual budget documents presented to the Board of Trustees. 
Financial Reporting

    Prepare standard, periodic reports providing monthly, quarterly, and annual information for decision making.  Prepare ad hoc reports and data for external surveys. In conjunction with other department personnel, create new reporting formats (Financial, HR, and Student) for operational, budgetary, and financial decision-making using different reporting tools that may be available either directly or through coordination with OIT.  Identify and implement process improvements to this function.  Develop and provide report training.  Serve as the data expert for financial, HR and other reporting data, including identifying appropriate sources and ensuring data integrity.  Validate new reports and report changes. 
Year End

    Supporting and executing departmental responsibilities associated with the annual financial, year-end close process to ensure appropriate entries have been made, units are in compliance with year-end requirements, and deficits on unrestricted and capital project funds have been addressed.Ensure compliance with state's unallocated fund balance requirements. 
Miscellaneous Duties

    Approve electronic and paper personnel, position, and payroll transactions for the Knoxville campus. (approximately 30,000 per year).Review and approve monthly ledgers for central university cost centers (60+)Serve as an IRIS user security coordinator for the Knoxville campus. Answer user questions and provide guidance on IRIS transactions and reports

Required Qualifications 

    Bachelor's degree in Accounting, Business Administration or other related discipline.Three to five years of professional finance or accounting experienceProficiency with Microsoft Excel, database, report writing or similar software Experience with complex ERP systemsOrganizational, oral and written communication skills Ability to manage projects.
 Preferred Qualifications 

    Master's degree in Accounting, Business Administration or other related discipline.Five to seven years of professional finance or accounting experienceHigher education experience in a financial roleProficiency with SAP or similar complex ERP systemAbility to supervise and direct the work of othersAn understanding of fund accounting and non-profit or governmental reporting.
