Job Summary: The Assistant Research Professional should show evidence of competence in the disciplinary area of the position and demonstrated promise of moving towards excellence in professional leadership, practice, and/or research and scholarly activities as appropriate for the position. As directed, individuals in this track level independently contribute to the planning and design of research and creative projects. He/she performs supporting research and creative activities such as data analysis, monitoring outcomes, performing lab maintenance, and/or performing experiments and creating creative projects. May assist in both short-term and long-term planning and project goals, as well as in research and creative proposals and dissemination of project findings. This is only a representation of possible duties and is not an all-inclusive listing.

Additional Department Summary: The Global Water Security Center (GWSC) will be an applied research/operational center commissioned with assisting local, state, national, and international agencies, and potentially multi-national companies (MNC’s), to enhance their knowledge of water. The GWSC will provide data, research, and evidence for these stakeholders to help them understand how to protect the quality of vulnerable water systems, mitigate impacts of water-related hazards such as floods and droughts, safeguard access to water functions/services, ecosystem preservation, and manage water resources in an integrated and equitable manner. GWSC will analyze data and produce water and environmental security products that will provide decision makers with the most reliable information, ground-breaking research, applied scientific techniques, and best practices to inform actionable decision-making and response by state, regional, national, and global entities. Our stakeholders will include: Department of Defense (DoD), Intelligence Community, Coast Guard, U.S. Geological Survey, NOAA, State Department, FEMA, Red Cross, USAID, private companies (e.g., Coca Cola, Unilver) and academic stakeholders.
The Assistant Director for Information Technology (ADIT) will be responsible for serving as the GWSC executive manager and subject-matter expert, area specialist, and technical lead in the field of software applications, computing, communications, networking, web and cyber-security technologies, and their application and integration into multi-disciplinary water/environmental security programs, projects, and/or developmental activities. Employee will supervise world-class research software engineers, computer programmers, and web developers; manage cloud services; maintain a critical common operating picture framework and API data services operating 24/7; ensure continuity of operations; have knowledge and apply Artificial Intelligence/Machine learning techniques, maintain cloud services for data/analysis for government officials and diplomats, software engineering/database administration; project management; and strategic planning.

The position will interact daily with high level executives from academia, federal and multi-national organizations who used to dealing with high caliber individuals who can deliver timely and quality services. Essential to this position is for applicant to demonstrate expert skill in leading a team effort, planning and executing complex, multi-faceted projects, coordinating activities and evaluating the acceptability of analytical methodology.
The GWSC architecture will facilitate world-class research/data analysis and maintain high quality research data worthy of growing UA’s R-1 university research initiatives and ranking. This position will provide significant intellectual contribution that may lead to an invention, discovery, or copyright materials and is expected to contribute to the dissemination of findings or knowledge, including, but not limited to, public access such as on-line and through exhibits, peer-reviewed reports and publications, and presentation at meetings. Additionally, applicant must effectively inspire, motivate and persuade others towards goal accomplishment and have demonstrated leadership ability and skill to coach, mentor, and challenge subordinates and co-workers.

Required Department Minimum Qualifications: Master’s Degree in an applicable Technical, Scientific, or Engineering discipline and eight (8) years of progressively responsible experience in a senior technology management role, to include five (5) years of experience in a supervisory capacity; OR Bachelor's degree in an applicable Technical, Scientific, or Engineering discipline and ten (10)years of progressively responsible experience in a senior technology management role, to include five (5) years of experience in a supervisory capacity.

Skills and Knowledge: Expert knowledge of Information Management, Software Development and Cycles, Communications Networks and technologies, including a strong focus on broadband specific technologies and planning issues, and related emerging tools and technologies. Significant operational knowledge of high-availability distributed network architecture and infrastructure management for a 24/7 operation. Responsible for strategic planning for the GWSC in the area of overseeing technical developments and leading proposal efforts in the science and technology fields. Serves as the project director for the development and deployment of GWSC’s common operating picture and for other major projects as assigned and serves as the client interface regarding the subject-matter and the projects. Responsible for the health, monitoring, continuity of operation, and cyber-security for all GWSC internal and external Information Technology (IT)-related applications and networks.
Strong leadership ability and effective written and oral communications skills. Strong customer relations and communication skills for constructing and disseminating strategic vision and implementation plans. Ability to establish work standards/expectations and clear direction to meet goals and objectives of ongoing work for direct reports. Ability to provide guidance, motivate, and engage direct reports through effective communication and leadership. Ability to assign work and to establish work rules and acceptable levels of quality and quantity of work. Ability to review work and evaluate performance and develop required job competencies of direct reports.

Preferred Qualifications: Previous experience in Environmental Security concepts/issues. Knowledge of GIS and GIS Systems. Experience in a large integration of software products, software architecture, communications network, and Product Operational Support. Five to seven (5-7) years in executive management, implementing state-of-the-art IT systems, contributing to overall organizational development, managing complex mission critical IT organization and administration, project management, finance and budgeting, cost accounting, cash flow, and business and strategic planning. U.S. citizen capable of receiving a security clearance.
