The NC AHEC Program has partnered with the North Carolina Department of Health and Human Services and Division of Health Benefits to help transition healthcare providers to Medicaid Managed Care. We are providing on-site and virtual comprehensive Medicaid Managed Care education and assistance to healthcare providers across the state. Our practice support teams ensure that medical practices, especially those in rural locations, have the help they need to evolve with the ever-changing health care system—from electronic health records to Medicaid reform—ultimately reducing costs and improving quality of care, no matter where you live.

Position Description:

THIS IS A TIME LIMITED POSITION WITH AN ESTIMATED DURATION OF 2 YEARS.

This position is a member of the NC AHEC, Program Office, and Practice Support. The Project Specialist is a contributing member of the Medicaid Transformation (MT) team and independently applies advanced administrative, project management, and analytical skills to a $19 million annual contract. The contract entails several statewide projects and activities to help NC Medicaid effectively execute Medicaid managed care with primary care and behavioral health providers. Other members of the MT team include (but are not limited to) MT Program Manager; Practice Support Director; Practice Support Deputy Director; HIT/HIE Program Manager; Librarian; QI Manager; Business Service Associates.

The Project Specialist shall routinely engage with MT team members to manage the successful completion of contract deliverables – including milestones, completion, task status, responsible people, and barriers. The Project Specialist will develop content, make recommendations, work independently on projects, and promptly notify appropriate team members as gaps are identified. The Project Specialist will engage with 9 regional AHEC centers comprising over 60 practice support coaches, and a range of consultants, and subject matter experts to ensure the MT funding source (state of North Carolina) receives timely, complete, and accurate reports on contractual requirements.

Minimum Education and Experience Requirements:

Bachelor’s degree and one year of experience related to the area of assignment; or equivalent combination of training and experience. All degrees must be received from appropriately accredited institutions.

Essential Skills, Knowledge and Abilities:

- Strong project management skills and previous experience as a manager or director
- Experience with web conferencing support and facilitation via Zoom and MS Teams
- Intermediate proficiency in MS Word, MS Excel (pivot tables and charting), MS PowerPoint, project management tool such as Smartsheet and/or Basecamp
- Background in healthcare or managed care
- Experience in creating content for strategic plans or proposals to funding sources
- Skills in data collection, analysis, synthesis, and reporting out.
- Excellent communication skills, both written and verbal
- Qualified candidates will be reliable, possess strong interpersonal skills, team-oriented, able to work independently, multi-task, organized, responsive, and able to serve as a strategic thinker
