Job Details

The University of Maryland School of Medicine (SOM) is seeking an Assistant Dean for Administration and Finance and Deputy Chief Financial Officer (DCFO).   This position will report to the Senior Associate Dean and CFO/COO, the Assistant Dean for Administration and Finance and DCFO will provide the financial management, planning, and coordination for the Dean’s Office Operating units and the financial relationships between the Dean’s Office and the Departments, Institutes and Centers of the Medical School.  This position will serve as a resource to the Dean’s office and other school units on UMB financial polices and procedures.  direct oversight and responsibility for the full range of financial, accounting, and human resource functions and will partner and collaborate with other senior leaders to support the overall mission of the School.    The Assistant Dean for Administration and Finance may be responsible for all related systems and operations of the school, including financial information systems, payroll, procurement, State budget for the school, research administration endowment and foundation accounts, and management of all other Dean’s Office funds.

Essential Functions:

  • Provide vision and leadership to support the School’s mission and strategic initiatives.  Contributes to the advancement of the School’s agenda and strategic plan.
  • Ensure the provision of adequate, accurate, and timely data for strategic decision-making and operational leadership.  This includes the tracking and reporting on all academic commitments.
  • Directs all of the Dean’s Office financial operations and ensures compliance with all human resource policies and practices, state and federal regulations, and collective bargaining agreements. Financial operations including budgeting, accounting, procurement, cash, risk management, and asset management.
  • Provide policy and procedure and audit guidance to administrative leadership in Departments, Centers and Institutes in the SOM.
  • Provide leadership and oversight in the administration of the School’s research endeavors as they impact finances.
  • Interpret School and University financial policies, develops and implements procedures to ensure compliance by all units within the School with University and Legislative audit/internal controls.
  • Provide appropriate financial information on a timely basis to ensure statutory compliance and decision making by the School, University, and University System of Maryland officials.
  • Consult and advise on all financial issues, compliance, and risk management for the University.
  • Facilitate development of liaisons and partnerships with internal and external institutions to advocate for the advancement of the School’s mission and strategic goals.
  • Develop and implement procedures, processes, and disciplines fundamental to maintaining a solid and reliable control environment within a heavily decentralized environment.
  • Responsible for the quality, accuracy, and timeliness of financial information provided to internal and external parties, and with the USM auditors.
  • Facilitate the use of key performance indicators/metrics and School-wide financial analysis to support informed decision making by School leaders.
  • Participate on and provide input to multiple UMB committees and advisory boards.

 

Qualifications:

Education: Master’s degree in finance, business administration, public administration, accounting or a related field required. CPA preferred.


Experience: A minimum of ten (10) years spent progressively building a background in the various financial/ academic medicine/higher education functions with at least four (4) years of experience at a management/leadership level serving as a key strategic and business partner to a chief executive officer and as an integral member of a senior leadership team.


Experience in an academic health system or an institution of higher education is preferred.

  • In-depth knowledge of a broad range of financial, operational, and risk management principles and practices.
  • Excellent knowledge of accounting, audit, finance, reporting, budgeting, and financial business operations.
  • In depth knowledge of complex transactions, GAAP, and internal controls requirements.  Knowledge of state accounting, reporting and funding process is desirable.
  • Ability to develop and communicate robust financial models and insightful financial analysis, performance measures, and financial metrics.
  • Demonstrated leadership, communication, team building, staff building and organizational skills within a complex and diverse organization.
  • Ability to present complex information to various audiences.
  • Creativity in exploring and developing a high-quality control environment with personal integrity and professionalism.
  • Excellent verbal and written communication skills and strong interpersonal skills.
