GENERAL JOB SUMMARY:

The Manager, Operations of Skills-to-Employment is responsible for the financial management, compliance and operations management activities in the Skills-to-Employment division. This includes the administration of all federal and state grant funds including fiscal, regulatory compliance, monitoring and operational support. This individual works with federal and state procurement officers, operations team, and college staff to manage accounting functions, day-to-day operations, process issues, and budget planning. The manager ensures program compliance and authorizes allowable expenditures.

  • DUTIES/RESPONSIBILITIES:

  • Manages financial budgets, grant funds, and all compliance reporting.
  • Directs data collection and reporting of activities and services of Skills-to-Employment.
  • Prepares projections, annual budget and fiscal reporting.
  • Maintains required records on Skills-to-Employment programs and activities.
  • Directs and evaluate activities of the operations staff, including staff allocations, workload coverage for division, and facilities management.
  • Monitor and track division statistics, performance, and benchmarks for growth.
  • Monitor federal and state legislation and fiscal policy and its impact on Skills-to-Employment and other state/federal grants.
  • Perform other related work duties as assigned.

    PHYSICAL ACTIVITIES WITH/WITHOUT REASONABLE ACCOMMODATION:

    Position involves working in an office setting. Occasional (10-33%) standing, pushing, pulling and grasping. Frequent (34-66%) reaching and viewing a computer and other types of close visual work. Constant (67-100%) sitting, walking, repetitive motion, talking and hearing.

    MINIMUM QUALIFICATIONS:

    Experience in accounting, budgeting or fiscal planning.Experience in administration of grant-funded programs, employment and training program. Any equivalent combination of experience and education which provides the knowledge and abilities necessary to perform the work.

    PREFERRED QUALIFICATIONS, LICENSES, CERTIFICATIONS, OR REGISTRATIONS:

    Bachelor’s degree in Accounting, Finance, Public Administration, or closely related field.
