About the Department:

The University Benefits, Employee Wellness and Work Life team of NC State University administers statutory and voluntary benefit programs, as authorized by the General Assembly of North Carolina, the Office of State Personnel, and the University Group Insurance and Benefits Committee for over 8000 faculty and staff employees. The University Benefits team is responsible for managing the overall design, compliance, administration, communication, implementation and maintenance of benefit programs. In addition to health/welfare and retirement benefits, the Benefits team also has responsibility of directing Employee Recognition, New Employee Orientation (Onboarding), and Leave Administration.

Essential Job Duties:

The Human Resources Benefits Specialist serves as part of the University Human Resources Benefits, Employee Wellness and Work Life team and will provide guidance for the Affordable Care Act (ACA). This includes oversight for eligibility, enrollment, compliance, unit billing, reporting, problem resolution and risk management. This position is responsible for reviewing and approving/denying all documentation for all new enrollments and termination of benefits in the state sponsored eBenefits platform for the State Health Plan and NCFlex benefit plans.

In addition, the Human Resources Benefits Specialist position manages the process for evaluating life-events regarding employee benefits, changes and approval. This includes counseling and advising employees of making changes to benefit plans due to a qualifying life event.

As a member of the Benefits, Employee Wellness and Work Life team, the Human Resources Benefits Specialist may serve on a rotation as ‘Consultant on Duty’ and assist walk-in and call in customers who need quick answers.

Other Responsibilities:

The HR Benefits Specialist is responsible for maintaining dependent verification and eligibility for the state health plan and other state-sponsored plans.

The position assists in end-of-year ACA reporting activities including maintaining eligibility and dependent details in the University ACA platform, Maestro.

This position will support the work of the department as needed and assigned by the Director.

Minimum Experience/Education:

Bachelor’s degree; or an equivalent combination of training and experience.

All degrees must be received from appropriately accredited institutions.

Other Required Qualifications:

Strong computer skills required with a proficiency with the Microsoft Office Suite, or similar software.

Exceptional customer service and communication skills.

Strong analytical, organizational and problem solving skills.

Demonstrated experience communicating/supporting customers across multiple tiers of the organization effectively. The ability to consult with employees on qualified life events and maintaining dependent verification/eligibility for plans.

Ability to multi-task and see projects through to the end.

Basic ability to understand and interpret multiple plans documents, policies, procedures, legal requirements.

Preferred Qualifications:

At least two (2) years of direct applicable benefits administration work experience with in-depth knowledge of federal and state leave laws and entitlements including the Affordable Care Act (ACA).

Experience with HR Information Systems (such as PeopleSoft, or similar).
