03-Jun-2021 Close All Job SummaryThe University of Colorado NROTC program encourages applications for an ROTC Program Administrator. This position exists to support and enable the program in accomplishing its mission, which is to develop students morally, mentally, and physically to become professional officers in the Naval Service; to reinforce the enduring core values of Honor, Courage, and Commitment; and cultivate the vital knowledge and skills to prepare them for service to our nation.
The position is the immediate university liaison to the Department Chairman (Commanding Officer) and Deputy Director (Executive Officer) and serves a critical role in assisting in financial management, budgetary controls and accountability of state funds; serves to advise and counsel the Department Chairman, Deputy Director, and unit faculty and staff with interpretation of university regulations, rules, and principles in relation to the Department of the Navy; and to carry out these guidelines. The position has signature authority and responsibility for committing funds.
The ROTC Program Administrator is responsible for coordinating approval for temporary and new employees to be accepted into the NROTC unit and university, and for ensuring that all training, status, and access requirements are fulfilled. This position supervises the fiduciary, ethics, and other required training areas required for faculty at CU. The ROTC Program Administrator will serve as primary continuity for the department in supervising state and university-purchased resources and being responsible for and leading IT functions related to the university.
Due to the frequent turnover within the department, this position must provide corporate knowledge and continuity in the department during transition periods and to handle the NROTC office. The position assists in maintaining continuity and continually actively supervises department operations to analyze program issues related to NROTC operations within the university environment. In addition, during summer months, when many of the staff members are sent to other out of state locations for temporary military duty, the administrative workload and responsibilities related to the instruction and development of students may increase.
This position serves as a member of the department planning team and will actively collaborate closely with the NROTC staff and the university to accomplish Navy ROTC instructional and developmental objectives. This includes obtaining the vital resources, classroom and space reservations, transcripts, and university information relevant to the mission of the NROTC unit. This position advises the staff, Midshipmen, and/or active duty student leaders regarding operations and event planning and university and department processes and requirements. This position is the lead liaison to the department for Facilities Management, and ensures all physical and material issues are addressed relating to the workspace environment within the university.

  • Serve as State Financial Operating Budget and Agency Account Custodian. Follow university guidelines while meeting NROTC needs with respect to State budget.
  • In coordination with the Department Chairperson and Undergraduate Education’s Vice Provost and Budget Officer, establish a budgetary plan by identifying requirements, specifying priorities, analyzing past expenditures and forecasting future department needs.
  • Ensure various budget resources are expended in an efficient and ethical manner by interpreting state and federal guidelines and ensures expenditures are made in compliance with university policy.
  • Request budget allocations, review contracts with suppliers, reconcile expenditures, and commit funds.
  • Settle appropriate funding source. Supervise and conducts quality assurance on contracts.
  • Approve funding for official functions and appropriate, allowable travel.
  • Oversee design and creation of reports.
  • Oversee scholarship awards funds and dissemination. Coordinate with Air Force ROTC and Army ROTC to implement joint scholarships. Coordinate scholarship award dissemination from donations to the university foundation including donations from alumni. Review and maintain knowledge of fund agreements and awarding guidelines to ensure compliance.
  • NROTC staff account custodian. Run staff outgoing gift checking account.
Management, Planning, and Training
  • Serve as the primary liaison between the Naval ROTC department and the university community.
  • Synthesize civilian needs with military needs to accommodate both within the academic environment.
  • Serve as a member of the department planning team to figure out future direction of the Department of Naval Science.
  • Analyze management concerns on program specific issues related to NROTC operations within the university environment, prepare reports of findings, and resolve discrepancies.
  • Develop, establish, organize, and implement work processes and procedures for the program to ensure the office runs smoothly.
  • Instruct new personnel on customary procedures and practices to ensure compliance with university, military, and department policies based on interpretation of program guidelines.
  • Determine, develop, and implement training needs for faculty and staff in a constantly evolving academic and military environment.
  • Resolve problems, answer questions, and provide information by applying corporate knowledge of procedures and practices to ensure consistent operation of the department daily.
  • Determine relevant relationship between requests for information/appropriate for department members, assigns task, and supervises process for completion.
  • Ensure all required training, both university and military, is completed.
  • Supervise and implement compliance with University of Colorado and Department of the Navy directives regarding instructor requirements.
  • Serve as project manager for unit improvements.
  • Meet with appropriate personnel as needed to instruct and train on current procedures and as policy changes.
  • Communicate and negotiate as intermediary between the program and pertinent university departments while providing logistics guidance, direction, and standards for campus NROTC battalion-related activities.
  • Supervise temporary department workers.
Academic Enrollment
  • Assist the Program Information and Candidate Nomination Officer and the Human Resources Assistants in interpreting school-related policies and instructing applicants with enrollment admissions requirements.
  • Recommend and create documents to enhance dissemination information to students regarding academic enrollment.
  • Schedule classrooms, resolve registration issues, coordinate faculty course questionnaire requirements, and request all transcripts and other vital documents to and from the university.
  • Establish and maintain effective relationships with University of Colorado staff, meet with officials, and submit required documents, as required to maintain enrollment, update course catalog descriptions, and to schedule courses.
  • Serve as Classroom and Space Reservation Coordinator to schedule classrooms and university spaces for Naval Science courses, laboratories, and other periods of instruction.
  • Use the Student Information System to run transcripts, check university acceptance, analyze data, and collect information for instructional purposes.
University/Unit Administrative Liaison Official and Support to Department Chairperson (Professor of Naval Science, and the Commanding Officer of Naval Reserve Officers Training Corps, University of Colorado)
  • Interpret university rules, regulations, and policies.
  • Collaborate closely between the Department Chairperson and Deputy Director and the university staff.
  • Ensure compliance with all university and NROTC guidelines.
  • Provide executive support to the Department Chairperson, which includes maintaining or assisting with the Chairperson's calendar and scheduling.
  • Act as advisor to the Department Chairperson on resource allocation.
  • Enter faculty positions, new employees or unit members, and persons of interest into university databases and/or submit to appropriate university staff members for approval.
  • Interpret/communicate issues/concerns, explore solutions and provide alternatives with justification for recommended courses of action to Chairperson for approval.
Facilities, Security, and IT Management
  • Serve as Building Proctor and Facilities Management Coordinator in accordance with University of Colorado Facilities Management Office guidance.
  • Serve as Building Restricted Access Control Coordinator, in accordance with University of Colorado Facilities Management Office guidance.
  • Serve as Command Key Control Officer. Issue and supervise keys to the unit spaces, in accordance with University of Colorado Facilities Management Office.
  • Parking Coordinator in accordance with University of Colorado Parking Management Office guidance.
  • Serve as IT liaison to the university IT dedicated support technician.
  • Responsible for sharing updated campus policies and guidelines with staff Website Manager/Public Affairs Officer to ensure compliance.
Event Coordination
  • Coordinate and assist with planning special events, such as commissioning ceremonies, staff offsite meetings, and dignitary visits, by conducting budget analysis, identifying requirements, working with suppliers, establishing contracts, and advising and supervising procurement of services and supplies, and reserving university facilities.
Alumni Coordination
  • Maintain historical files and connect with alumni to establish and preserve ongoing relationships
  • Update the alumni website, databases, mailing lists, and promotes further alumni opportunities within the program.

  • Bachelor's Degree from accredited institution or equivalent combination of education and experience + 2 years of relevant experience.
