Position Summary

The Assistant Director of Payrolldirects all payroll processing cycles. This position provides leadership andmanagement for payroll staff, maintains financial accountability, payrollaccuracy, payroll tax filing accuracy. This position works closely with thecost center managers, budget staff and HR staff to ensure consistentapplication of policies, procedures and processes related to payroll managementand accounting.

Payroll Processing Leadership

Directs payroll processing ensuringcollege payroll, payroll tax withholding, reporting, and filing are accurateand timely. Reviews payroll data and processes for accuracy, including: payrollfor exempt and non-exempt employees; payroll for Federal work study employees;time tracked by time clock or other systems outside of ERP system; and payrollthat is funded across multiple funding sources. Ensures appropriate quarterlyand year end cut-off and closing protocols are carried out. Continuously looksfor ways to improve processes and ensure compliance with appropriate entities.Answers questions directed by payroll team and acts as point of escalation forissues as they arise. Serves as the point of contact for the Payroll departmentin the absence of the Payroll Director.

Compliance and EnterpriseSystems Management

Researches and implements newpayroll regulations and taxes. Stays current with IRS, Department of Labor,state and local tax developments that could impact the college, and providessuggestions and input, as required. Implements Bargaining Unit contracts forpayroll system set up and compliance.  Sharesresponsibility for W2 reconciliation, filing and distribution and as modulecustodian for payroll module. Makes requests for technical assistance andsystem enhancements, as required. Reviews testing processes and results priorto installation in production environment. Makes suggestions and collaborateswith leadership to ensure best practices.

Operational Leadership

Supervises assigned area ofresponsibility and staff by recruiting, hiring, assigning, and delegatingtasks, providing direction, resolving work problems, communicating jobexpectations, training employees, and developing professional growthopportunities.
Conducts annual employeeevaluations, provides ongoing feedback and coaching, and effectively recommendspay increases, promotions, and other personnel actions. Approves leaves andauthorizes overtime as appropriate. Administers disciplinary actions uponapproval and in collaboration with Director, Controller, and Human Resources.Interprets, explains, carries out and enforces the College's policies.

Working Conditions

 Typicaloffice and classroom environment. Regular exposure to moderate noise typical tobusiness offices.

Knowledge, Skills and Abilities: Knowledge of: management principles and practices; policy development and implementation; computer software programs and enterprise applications, including cloud applications, to include Microsoft Office applications (Work, Excel, Outlook, PowerPoint); and generally accepted accounting principles.Skill in: verbal and written communications; preparing financial and operational reports; planning, scheduling and organizing work; maintaining good public relations; customer service, working with detailed data; conflict resolution; general typing; knowledge of Word and PowerPoint, with advanced knowledge of Excel; solving organizational problems.Ability to: apply management principles to practical work situations; develop and maintain effective working relationships with associates, vendors, employees, telephone users, and general public; research and analyze financial and other data and draw conclusions or recommend viable solutions; maintain accurate and complete work records; maintain confidential and sensitive information; think creatively to find solutions for business problems; perform complex tasks and prioritize multiple projects; gather, interpret and analyze statistical data and generate reports; apply accounting principles; work effectively with persons of varying cultures and diversity, relay key payroll data in laypersons terms; consistently complete work that is accurate and timely; work with minimal supervision.

Minimum Qualifications:

Bachelor's Degree in Accounting or closely relatedfield.  Minimum three (3) years of progressively responsible payrollexperience including supervision of staff and administrators.  State MotorVehicle Operator's License or demonstrable ability to gain access to worksite(s).   

Preferred Qualifications: Certified Payroll Professional. Higher Education Experience.
