Department Summary:

The UNT System Business Service Center (BSC) is home to several of the university system’s shared and central services, including the Controllership. The BSC service groups provide all accounting, reporting, purchasing and business-service focused operations for all of the University of North Texas System component institutions. Areas of responsibility for these shared and central services include Payroll, Financial Accounting & Reporting, Accounts Payable, and Procurement, among others. The University of North Texas System is comprised of: the University of North Texas (located in Denton), the University of North Texas Health Science Center (in Fort Worth), the University of North Texas at Dallas, and the University of North Texas System (downtown Dallas).

This position is located at the Business Service Center at Woodhill Square, just south of our flagship campus in Denton.

Position Overview:

Under the general direction of the Sr. Director, Payroll, oversees and manages the overall daily operations for UNT System (Dallas, Denton, HSC, & System) Payroll Processing Section, which pays and maintains records for over 14,000 active employees. Performs the highest level of accounting and analysis, reconciliation and process, policy, procedures and systems development. Performance at a high level often dealing with new issues, programs, systems, or proposals, requiring good management perspective and foresight, innovative ideas and creative thinking, and specific knowledge of a wide range of concepts. This includes knowledge of generally accepted accounting principles, policies and procedures of each institute and campus academic and staff personnel policies, federal, state and local income tax law and regulations, and the University’s HRIS System.

Minimum Qualifications:

Bachelor’s degree and five years of experience in accounting and/or auditing or any equivalent combination of education, experience, and training which provides the required knowledge, abilities, and skills, including experience directly managing others.

Knowledge, Skills and Abilities:

*Knowledge of effective managerial methods and techniques and how to establish and maintain schedules.
*Ability to plan, assign and manage the work of subordinates.
*Thorough knowledge of or ability to quickly learn applicable laws, codes regulations, standards, methods and practices related to payroll.
*Ability to provide high-quality customer service and maintain those standards for the area.
*Ability to work accurately with numerical detail consistently and to perform accounting operations legibly.
*Ability to keep detailed records; to assemble and organize data of complex nature, and to prepare and submit reports in acceptable formats.
*Ability to identify areas of improvement and implement resolutions to create efficiencies.

Preferred Qualifications:

The preferred candidate will possess the following additional qualifications:

Knowledge and experience in a computerized payroll operation.

CPP Certification

Knowledge of personnel policies and procedures.

Working knowledge of UNT System general ledger system, fund accounting principles and fiscal closing

Work Schedule:

Mon – Fri; 8 am to 5 pm; overtime as needed

Physical Requirements:

Management of Production Unit:

Oversees and manages the daily operations of the payroll production area.

Responsible for the collection and editing of Dallas, Denton, HSC, Systems time/data transactions, gross-to-net payroll computation, generation of net payments, labor and benefit costing, deduction processing and monthly general ledger input.

Responsible for the disbursement of payrolls of an estimated $3 billion for 14,000 employees per month.

Responsible for resolving employee payroll problems. Work directly with employees, departments, and outside agencies for resolution.

 Responsible for providing interpretation to managers, supervisors, administrative staff, and employees of various UNT polices dealing with Federal and State Labor Laws, etc.

Implements a wide range of new campus-wide projects/programs that require a specialized knowledge of the Payroll System, legal payroll requirements and system-wide policies and procedures.

Review proposed new and/or changes to personnel policies, federal and state laws, and identify potential problems and solutions regarding these items.

Manage UNT student FICA program in accordance with changing federal guidelines. Manage FICA and retirement corrections for staff and academics. Set up refund/deductions as determined.

Ensure work flows and SLA are managed for optimal service to the four entities.


Payroll Functions:

Manages the upload of merit/range adjustments, seniority/severance pay computations, and service credit adjustments.

Adjustments relating to cost transfers, overpayments calculations, collections and earnings adjustments, retroactive salary adjustments, and final payments for separating employees.

Prior year corrections; analyze and correct tax reporting data; assist with all tax adjustments

Help develop enhancements for processing local campus payroll payments,. Develop new processes to expedite payments to employees and outside agencies.

Troubleshoot payroll related errors in the department, and provide excellent customer service to find solutions to transactional errors.

Audit all bi-weekly, supplemental, and monthly computes for overpayments, and or errors that could occur in the compute feed.



 Supervise Payroll Processors, Sr. Payroll Processor, and Payroll Assistant. Supervision of employees includes: recruitment, training, performance evaluations, and recommendations of discipline and dismissal to the Manager. Helps to direct and advise staff on accounting matters.


Special Projects, Other Duties as Assigned:

Assists in the implementation of various systems and process improvements.

Coordinate, organize and complete multiple projects with many interruptions, while meeting established payroll deadlines.

Assist with a variety of special projects to improve and/or streamline unit operations.
