Position Summary:

This position serves as the primary commitment accounting officer for the School of Public and International Affairs and primarily handles HR-related fiscal transactions for the School. Responsibilities include hiring of staff, graduate assistants, and student workers, payroll reconciliations, financial transactions related to payroll costs, and the strategic planning for fiscal year hiring of new graduate assistants. The position also analyzes the payroll budgets of the School and advises the Administrative Financial Director on project-based timelines and needs for commitment accounting issues. The role serves as business liaison for the Department of International Affairs, and External Affairs and assists in the awarding of Scholarships throughout the School.

Duties/Responsibilities:

Budget/Finance

-Prepare and process all HR hiring, position management, payroll-related financial transactions, and commitment accounting transactions for the School.
-Serves as a Level 2 approver for scholarships into OSFA system for SPIA.
-Advise department heads, directors, and faculty budget implications of their hiring requests, along with SPIA policy and procedures.
-Work with department heads and directors to develop departmental policies and procedures to ensure efficient workflow.
-Set position funding for all positions within the School.
-Monitor SPIA’s payroll accounts to ensure payroll budgets are maintained.
-Reconcile all of SPIA’s payroll each month, and according to pay type. Identify issues and resolve them, in partnership with the Administrative Financial Director.

-Process all hiring paperwork for SPIA employees.
-Set up and maintain employees in OneUSG System.
-Process all terminations for School.
-Send approval reminders for timecards.
-Troubleshoot problems related to payroll.

Duties/Responsibilities:

Serve as the secondary HR officer for the school
- Perform budgetary and financial analysis and troubleshoot issues for all the schools payroll accounts.
- Serve as lead trainer for HR matters to SPIA employees.
- Act as backup for Administrative Financial Director to represent SPIA in HR meetings.
- Advise other business personnel at school on HR and HR-related financial policies and procedures- Work with Admin Financial Director to develop and implement school payroll budgets and hiring workplans.
