Report to the Assistant Vice President for Enterprise Risk Management within the Administration and Finance Division and maintain responsibility for a comprehensive university-wide compliance and ethics program to align with federal and state laws and regulations, and sponsored projects regulatory requirements and mandates. Be responsible, in coordination with specific institutional compliance programs, for enterprise compliance analysis and reporting; developing compliance tools, practices, and policies; and managing, preventing, monitoring, and responding to non-compliance and recommending corrective actions to meet regulatory requirements, including training to promote compliance awareness.Duties and Responsibilities:
ESSENTIAL DUTIES AND RESPONSIBILITIES:
Develop compliance analysis and reporting systems.
Assess, improve and streamline existing compliance programs.
Lead in the development of new compliance programs.
Develop compliance monitoring plans, including federal grant accounting and sub-recipient contracts.
Develop and deliver compliance training programs and communications.
Lead monitoring projects to address specific compliance risks.
Develop, monitor and periodically revise compliance policies and procedures to assess, report, and correct compliance-related issues.
Identify and monitor developments and trends in internal operations and external regulatory environments to assess risk and compliance impacts on the university and implement best compliance practices.
Identify and report potential areas of compliance vulnerability and risk, develop and implement corrective action plans for resolution of problematic areas, and provide general guidance on how to avoid, mitigate, or address similar situations.
Recommend necessary policies and procedures to comply effectively with applicable state, federal, and industry regulations.
Investigate, as appropriate, all issues or potential illegality or substantive issues that arise through proactive compliance monitoring activities.
Ensure the proper reporting· of violations and potential violations, as appropriate, to the AVP for Enterprise Risk Management and the Vice President for Administration and Finance, and duly authorized law enforcement agencies as required by law.
Administer the URI Ethics Hotline. Ensure that matters reported are followed up properly and resolved in a timely fashion.
Employ effective communication skills to communicate with all levels of internal and external audiences on the subject of regulatory compliance.
Interface with legal counsel and federal, state, and local agencies, as needed to address regulatory or compliance issues, concerns or questions.
Assist with responses to compliance-specific questions and concerns.
Participate with and/or lead compliance-related advisory groups.
Receive security awareness training.
Perform special projects and investigations and analyses as required.

LICENSES, TOOLS, AND EQUIPMENT:
Personal computer, printers; word processing; spreadsheet and database management and spreadsheet software. Excel.Required Qualifications:
1.Bachelor’s degree in Business Administration, Management, Finance, Accounting, or related field.
2.Minimum of five (5) years of experience in compliance, business management, risk management, and/or accounting/auditing.
3.Demonstrated experience understanding and interpreting technical documents.
4.Demonstrated experience understanding and interpreting legal or regulatory materials.
5.Demonstrated familiarity with and ability to work with FASB or GASB accounting principles.
6.Demonstrated strong interpersonal and verbal communication skills.
7.Demonstrated proficiency in written communication skills.
8.Demonstrated ability to prioritize and complete work within a deadline-driven environment.
9.Demonstrated ability to deal with confidential issues that are sensitive in nature.
10.Demonstrated ability to prepare and present detailed studies and reports and to make recommendations concerning the substance of the studies and reports.
11.Demonstrated experience in Excel.
12.Demonstrated ability to work with diverse groups/populations.Preferred Qualifications:
1.Demonstrated ability to apply creative problem-solving techniques and tools to compliance issues.
2.Demonstrated ability to share information with awareness of its effect on others.
