Your Opportunity:

Under the general direction of the Dean, Student Experience and Wellbeing (OSEW), the Manager, Budget & Operations, plays a key role in the strategic development, efficient operations and accountable administration of services offered under the Office of Student Experience and Wellbeing.

The Manager, Budget & Operations will have oversight and will identify opportunities and contribute to the creation of improved financial management and administrative internal controls for the Student Experience and Wellbeing portfolio. This position requires an excellent understanding of financial management to oversee funding and financial implications for various combinations of fee-funded, government and operating budget activities. This role will also act as a resource and provide oversight and coordination to the Business Officers across the Student Experience and Wellbeing portfolio at UTSC to ensure compliance with the appropriate university and campus policies and practices.

This position will also address and resolve escalated student inquiries within the Office of Student Experience and Wellbeing, and make appropriate referrals for in-depth counselling. Upon identification of a crisis or high-risk situation, the Manager will gather all necessary information, which are often confidential, and re-direct the case to the Dean, Student Experience and Wellbeing and respective Management handling high-risk, crisis, safety matters at UTSC.

The Manager will liaise with Human Resources Services at UTSC on behalf of the OSEW on matters related to collective agreements and policies governing both unionized and non-unionized employees and will, in consultation with the Dean, work on long-range planning of staffing needs and potential organizational changes.

This role will manage and provide technical guidance to the OSEW office services support staff and develop standard operating procedures, guidelines and other tools to ensure consistent standards of operation and business services support within the Office of Student Experience and Wellbeing portfolio.

The Manager will monitor the OSEW space needs and collaboratively develop plans to address these needs. This role will also act as the main point of contact for coordinating facility issues and maintenance needs within the Office of Student Experience and Wellbeing, including the planned IC2 student services hub.

This position will work closely with the Grants and Sponsorship Officer and Assistant Dean, Co-Curricular Engagement and Student Leadership regarding the management of grants and sponsorship funds, including compliance reporting.

In addition, the Manager will develop an information technology strategy to capture an inventory of assets and work with OSEW senior management to make recommendations on the implementation of new systems and/or the updating of existing systems within the OSEW portfolio.

Qualifications Required:


Undergraduate degree in business, with a specialization in finance or accounting, and working towards a Chartered Professional Accountant (CPA) designation or equivalent combination of education and experience. Relevant advanced degree preferred (finance, business, educational administration, and/or business communications).


Six (6) years related experience in a senior administrative role with supervisory experience, preferably in a post-secondary education setting. Demonstrated knowledge of and experience in:

  • Budget processes, modelling, implementation, tracking and forecasting;
  • Financial management policies including procurement regulations;
  • Human resources policies and practices, and managing staff in a unionized environment;
  • Asset management, including handling office moves and renovations;
  • Project management;
  • Business communication strategies;
  • Team building, managing change and adapting to new technologies.


Strong computer proficiency in financial information systems and human resources information systems (e.g. FIS, HRIS) is essential. Excellent proficiency with MS Office (Word, Excel, PowerPoint, Outlook).


Demonstrated leadership and management skills and problem solving capabilities. Excellent organizational, business and time management skills as well as attention to detail. Excellent project management skills. Demonstrated strategic business communications. Ability to deal tactfully and effectively with a range of stakeholders, including senior administrators. Ability to exercise good judgment in prioritizing work. Superior interpersonal skills; initiative; tact; ability to simultaneously balance a variety of activities and deal effectively with a variety of individuals; flexibility; ability to maintain strict standards of confidentiality. Ability to work on one's own and as a member of a team. Ability to sustain a professional demeanor in all aspects of the role, even when working under the pressure of multiple, complex demands and/or crisis. Ability to work overtime during peak periods.
