Departmental Overview

Facilities Services supports the physical campus of the University of California, Berkeley. The department maintains and provides services to over 11,000,000 of space and 40,000 campus occupants through the efforts of over 400 trade, custodial and support staff. The department is committed to providing a safe workplace for its employees. Facilities Services works to maintain a campus-built environment that is conducive to teaching, learning and research. We strive to continuously improve the campus in partnership with all members of the campus community. Facilities Services is comprised of the following units: Campus Recycling and Refuse Services, Custodial Services, Environmental Services, Grounds Operations Shops, Quality Assurance & Customer Service, Sustainability and Engineering Services and People's Park.

Responsibilities

Uses skills and knowledge as an expert, experienced plan review professional with full understanding of comprehensive construction industry practices and campus policies and procedures, coupled with expert technical knowledge within a specific plan review area such as Electrical, Plumbing/Mechanical or Civil/Infrastructure. Oversees the work of the campus permit process including administration of permit issuance, inspection scheduling and tracking and close out process. Maintains documentation for the building permit process. Coordinates the permit and plan review processes with other units on campus such as Capital Projects, UC Fire Marshal and EH&S. Maintains and updates the campus Design Standards in collaboration with other campus units. Performs the most complex plan review of proposed construction work by contractors, as well as other campus personnel for new construction, alterations, and repair. Reviews design development and construction documents, specifications, and bid documents for construction features within specialty area prior to issuance of construction permits; and participates in all limited inspections. Demonstrates expert judgment in plan review methods and techniques for obtaining desired results. As the campus expert on specific plan review and permit process issues, advises campus project management, the Director of Inspection Services/Campus Building Official and the Associate Vice Chancellor for Facilities Services on specific complex plan review and permitting issues. Position is considered a subject matter expert on campus and often recognized as an expert externally in the industry. Positions at this level can only be filled by persons possessing highest level of technical expertise in their respective field, and must quickly become familiar and obtain a detailed working knowledge of campus specific systems.

Responsibilities

• 30% Administers Permit Center, including intake of plans and related customer service functions, issuance of permits once plan review is complete, and issuance of Certificates of Occupancy once projects are complete and have submitted required close-out documents. Oversees mandated document retention and archiving.
• 30% Provides comprehensive plan review(s) on a wide variety of campus construction projects ranging from very small Tenant Improvements through complex new construction and infrastructure replacement projects and provides expert level plan review within technical areas of expertise such as Electrical, Plumbing/Mechanical and Infrastructure. Reviews plans for proposed projects and previously submitted plans for compliance to code and campus standards. Issues permits after the completion of a successful plan review. May oversee, manage/direct other Inspectors and/or staff.
• 10% Provides written documentation of all plan reviews and inspections performed, including daily reports, weekly updates and other reports as required to keep various project participants informed as necessary. Prepares analysis on deficiencies and conflicts during plan review for supervisors and managers.
• 10% Review and inspect all building exterior access projects for compliance with all Americans with Disabilities Act (ADA) requirements, state and local requirements, and act in coordination with the campus' Access Compliance Officer to confirm alignment with the expectations of that office as applicable. Must be CASP certified. Maintains required certifications and membership in plan review and inspection trade association(s) for the purpose of ensuring continuity of interpretations of applicable codes. Must maintain certification as International Code Council California Building Plans Examiner.
• 10% Reviews and inspects construction projects and confirms compliance with all applicable codes, plans and specifications, campus standards, and acts in the capacity of deputy to the Director of Inspection Services and the Campus Building Official. Conducts both onsite inspections and plan review to ensure compliance.
• 5% Coordinates and supports plan reviews and inspections with State/Campus Fire Marshall.
• 5% Coordinates with Inspector of Record (IOR) on small and complex general construction projects, coordinating the activities of other campus inspectors within areas of technical expertise, and "special inspectors" as required by California code of Regulations Title 24. Works with inspectors and subject matter experts to resolve conflicts between disciplines, competing standards, codes or specifications.
  

Required Qualifications

• Expert knowledge of California Building Codes, and the Campus Construction Design Standards.
• Expert knowledge/skills in providing comprehensive plan review services including the most complex improvement projects as well as code applications for replacement, repairs and upgrades of campus facilities, with particular emphasis on area of technical expertise.
• Expert ability to review, evaluate, and advise project management on level of project completeness as it applies to application for progress payments submitted by contractors.
• Expert verbal and interpersonal communications skills including skill to work effectively with a variety of constituents.
• Expert organizational and analytical skills, including skill in problem recognition, avoidance and resolution.
• Expert skills in effectively meeting budget and time constraints.
• Skills to use computers and other electronic media to complete project documentation of all inspections, project progress, contractor manpower and equipment accounting and digital photography of the work in progress.

Education

• Bachelor's degree in related area and / or equivalent experience / training.

License/Certifications

• Possession of a valid class C California Driver's License.
• Possession of a certificate as International Code Council California Building Plans Examiner.
  

Preferred Qualifications

• Possession of ICC certification as a Building Inspector, Fire Inspector, Electrical Inspector, Plumbing Inspector, Mechanical Inspector or are highly desirable.
• Possession of CASP (Certified Access Specialist) is highly desirable.
  

Salary & Benefits
