Position Description:
Under general direction of the Office of Information Technology's Director of Mobile Web
Strategy, manage the OIT Mobile Applications Team (Mobilize Labs/ML) in the design and development of Mobile Client/Server/Cloud solutions. Execute IT project management plans, design and develop technical specs, manage the ML technical infrastructure, analyze client business processes, manage ML client relationships, and perform the admin functions of the ML Team. Manage the Apple Device Enrollment Program. Manage the submission of Mobile Apps to both the Apple and Google App stores. Interface with the UCLA Mobile App development community. Represent UCLA to other organizations and academic institutions.

Manage the OIT Mobilize Labs (ML) team in the creation of campus wide and external mobile solutions. Ensure staff career and technical goals are met and budgeted for, meet for daily sprint meetings with staff, ensuring that technical project milestones are being met buy leveraging an Agile methodology. Track progress of the ML team to ensure timely completion and quality of project work. Ensure UC Electronic Accessibility Guidelines are met on all projects. Review servers and mobile apps for security issues and resolve them before they get to the general public. Affirm that project milestones are being met and communicate project velocity with clients regularly. Manage the scope of technical projects to limit scope creep and cost overrun, ensuring that projects are delivered on time and within budget.

Manage the creation of technical specifications for ML projects, maintain technical requirements and diagrams for projects and ensure that they are accurate and up- to-date and flexible enough to conform to an agile workflow. Manage and keep current the repository of technical documentation for OIT Mobile projects.

Manage the OIT Mobile technical infrastructure making sure that it is secure and sufficiently redundant so that it can deliver the expected level of services set forth in OIT Mobile MOUs. Develop techniques for load testing, disaster recovery, and game day testing and manage the ML Team in their execution. Set up and maintain monitoring infrastructure to ensure that failures are detected and remediated in a timely manner. Manage the design of automated deployment systems in OIT's AWS environment, oversee the design and implementation of automation scripts so that the Mobilize Labs unit can work at maximum efficiency.

Determine and deliver the data, API and management needs for mobile apps and sensor-based functionality requested by faculty, researchers, and clients. Lead the team through a modified AGILE development process of scoping, designing, testing for quality assurance and delivering mobile apps that securely collect and distribute information and interactivity to a spectrum of native mobile app clients.

Analyze client business processes, make recommendations for process improvement and develop mobile client/server solutions for implementation. Work with clients to define mobile and web based requirements, for optimal user experiences and leverage visualization techniques to present information via the web and other digital platforms.

Managing the OIT Mobile client relationships includes working with faculty, staff, researchers, vendors, campus executives, campus technical staff and external clients to develop new projects, ensuring quality and communicating progress on all aspects of ongoing projects. Plan and work with the team to document client's requirements, develop, program, maintain, and improve services that provide accessible and pleasing user experiences.
