                                                                                         JOB SUMMARY

 

Responsible for oversight of compliance with federal Title IX and New York State Enough is Enough laws and regulations.   Responsible for monitoring the College’s compliance with COVID-19 and other federal, state and local regulatory requirements.  Develop campus policies and procedures and ensure that compliance requirements are met across campus.  Serve as the central resource for all constituencies on a broad set of compliance related issues.  Foster a safe campus climate and provide a long-term vision for compliance and community development.

 

                                                                     JOB DUTIES AND RESPONSIBILITIES

 

ESSENTIAL JOB FUNCTIONS/TASKS:

 

Title IX Coordinator: 

Monitor developments and changes in Title IX, NYS Enough is Enough, and other federal and state requirements that impact the College; inform the President, members of the Senior Leadership Team and/or other College staff, as appropriate.  

Lead initiatives to develop, implement and coordinate strategic efforts aimed at the prevention of sexual violence and other forms of sex or gender-based discrimination.  

Develop a system for reporting and investigative procedures that will ensure complaints, reports, and investigations of sexual misconduct are handled in a prompt, consistent and equitable manner in accordance with Title IX and NYS Enough is Enough regulations and College policy.  

Meet with and/or provide information to students or employees who believe sexual misconduct, assault or discrimination has occurred and assist persons alleging sexual misconduct or gender discrimination in filing their complaint.  

Work closely with the Athletic Director to develop the proactive, comprehensive gender equity plan that includes areas for assessment and articulation of measureable goals. Ensure that intercollegiate athletic participation, scholarships, and the treatment of athletes complies with Title IX.Work collaboratively with other personnel, as appropriate, to develop effective compliance training programs related to Title IX and NYS Enough is Enough laws, including appropriate introductory training for new employees as well as ongoing training for all faculty and staff outlining their rights and obligations under these acts. 

Provide ongoing reviews of policies, procedures, publications and practices related to compliance with Title IX, VAWA, SaVE Act, and the Clery Act. Periodically assess the efficacy of the College’s compliance with Title IX, VAWA, SaVE Act, and the Clery Act by conducting periodic audits of regulatory requirements and taking appropriate action to address any systemic patterns or problems identified.
 Ensure that appropriate Memorandum of Understandings, policies and procedures are in place for working with local law enforcement and coordinating with local victim advocacy organizations and service providers, including rape crisis centers.
 Coordinate and/or oversee the development and implementation of annual assessments and/or survey including a campus climate survey, analyzing data collected by the climate survey to assess the rates and nature of sexual misconduct, any location hot-spots or risk factors, knowledge of the College’s sexual misconduct policies, procedures and resources, the consequences of violating such policies, and the effectiveness of the College’s efforts to ensure that the College is free from sexual misconduct. 

Supervise the Title IX responsibilities of the Deputy Coordinator and designated staff who serve as Title IX investigators.
 College Compliance Officer:

Monitor developments and changes in federal, state, and local COVID-19 compliance requirements that impact the College; inform the President, members of the Senior Team and/or other College staff, as appropriate.
 Implement a program of COVID screening, testing and contact tracing as required to identify cases of COVID; respond swiftly with isolation and quarantine, as required.  Report cases to State and County health officials as required. 

Maintain documentation of persons who comply with COVID-19 vaccine and testing requirements in order to address non-compliance issues that might arise. 

Create and maintain a master schedule of College compliance reports and actions the College must satisfy, indicating the offices responsible, due dates, and the entities to which compliance reports are submitted.  Inform responsible offices of their requirements in time to meet deadlines. 

Identify potential areas of compliance vulnerability and risk, and develop corrective action plans for resolution of problematic issues, providing general guidance on proper controls.
 Develop, maintain, and revise policies, procedures, and practices to ensure compliance with applicable federal, state and local laws and to reflect best practices.
 MARGINAL JOB FUNCTIONS/TASKS:

 

Prepare and maintain compliance calendars for all areas of the College. 

Manage a confidential compliance reporting system by reviewing and investigating reports of non-compliance (i.e. whistleblower complaints).
 In conjunction with the Human Resources Office, develop an effective compliance training program, including appropriate introductory training for new employees as well as ongoing training for all employees and managers.
 Act as a resource to others by answering questions and responding to compliance related requests. 

Other duties as assigned. 

REQUIRED KNOWLEDGE, SKILLS, AND ABILITIES:

  • Demonstrated knowledge of Title IX, VAWA, SaVE Act, Clery Act, NYS Enough is Enough and other applicable laws and regulations for educational institutions receiving federal assistance;
  • Ability to effectively manage multiple, diverse and complex duties simultaneously;
  • Strong presentation and facilitation skills with an emphasis on education and training for a variety of constituencies;
  • Strong written and oral communication skills; proficient computer skills;
  • Ability to guide, advise and support the training and learning process with respect to Title IX, VAWA, NYS Enough is Enough law and other College compliance requirements;
  • Excellent attention to detail, strong problem-solving skills, the ability to deal with confidential and sensitive information;
  • Ability to build relationships and establish collaborative partnerships across the institution and with partner agencies;  
  • Demonstrated commitment to diversity and inclusivity, as well as the ability to work with a wide range of constituencies (staff, students, faculty, parents, administrators, alumni, trustees, guests) with diplomacy and tact;
  • Strong interpersonal skills and the ability to remain a neutral party;
  • Ability to act independently, take initiative and exercise sound judgment;
  • QUALIFICATION STANDARDS:

    Required:  

    Master’s or other advanced professional degree. Experience in higher education administration, human resources, student affairs or other relevant field; experience with managing compliance.Experience in responding to incidents of sexual violence and compliance with Title IX.  Commitment to diversity and inclusivity and to working with multicultural populations.  Effective leadership and management skills, including interpersonal, organizational, and analytical skills.Ability to handle sensitive and confidential matters discreetly.  Ability to work independently with little supervision.         

    Preferred:  

    Experience as a Title IX Coordinator or Deputy Coordinator; Knowledge of COVID-19 pandemic regulations and requirements for institutions of higher education.Ability to meet and enforce deadlines, take initiative and work independently to carry out complex assignments.Effective verbal and written communication skills, computer skills, presentation and training skills.        Ability to coordinate programs with other college departments and to assess program effectiveness.Effective project management, organization and analytical skills; 

    HOURS OF WORK:
