Primary Purpose of the Organizational Unit

The primary purpose of organization unit (department) is to protect life and property of the students, faculty, and staff on the campus of Fayetteville State University and to support the University’s core mission of academic excellence by providing comprehensive and professional public safety services, as well as convenient access to a peaceful and orderly campus community.

Primary Purpose of the Position

The Public Safety Telecommunicator Supervisor manages the activities of the Emergency Communications Center, including the supervision of Public Safety Telecommunicators. Supervision of the work in the ECC involves receiving emergent, non-emergent, and administrative calls, monitoring alarms, obtaining and relaying information, prioritizing calls/alarms and coordinating response procedures, dispatching appropriate public safety personnel, maintaining public safety communications logs and database, initiating emergency notification processes and systems, and the use of law enforcement and organizational systems and databases to aid public safety response efforts. This position participates in the planning and evaluation of the Center’s operations, coordinates activities with other departments, divisions, and external agencies; assists in the development of policies and procedures affecting operations of the Emergency Communications Center, and provides for direct supervision, including performance reviews and general disciplinary actions of assigned Public Safety.

As a working supervisor, this employee will also be responsible for performing all of the duties of a Public Safety Telecommunicator on an as needed basis or when directed by leadership. This includes operating telephones, radios and a multiple screen computer console and other equipment. May require shift, weekend, holiday and/or overtime work. This position is classified as a Mandatory Reporting Employee position. Positions provide supervision and oversight to the Emergency Communications Center (ECC). This is advanced work of considerable difficulty in supervising and directing Telecommunicators in day-to-day operations of the Emergency Communications Center. The Emergency Communications Center (ECC) is a complex fast paced environment that requires exceptional multi-tasking skills. Serve as the departments Terminal Agency Coordinator for Criminal Justice Information Services (CJIS), DCIN to include monthly validations, biannual National Crime Information Center (NCIC) and NCSBI audits; maintenance of system entry logs, dissemination of system update information; maintain ACJIS user records and provide training to department employees; maintain logs and copies of completion certificates for all personnel.

Minimum Education and Experience Requirements::

High School diploma and three years of experience in emergency communications including one year of administrative and/or lead supervisory experience. Additional Education and Experience will be necessary for progressive steps (Journey and Advanced). Requires certification as a Division of Criminal Information computer operator. May require Basic Telecommunicator Certification in accordance with the provisions of the North Carolina Criminal Justice Training and Standards Commission or the ability to achieve certification within one year of employment. All degrees must be received from appropriately accredited institutions.

Preferred Qualifications::

Must be a High School Graduate or GED equivalent; Associates Degree or Bachelor’s Degree in Criminal Justice or related field from an accredited College or University and sufficient experience in supervision. Demonstrate the ability to work under pressure Clerical, Typical and computer skills required. Maintains Division of Criminal Information (DCI) certification and the ability to serve as the Terminal Agency Coordinator (TAC). Completion of Basic Telecommunication Training, minimum five years previous work experience in telecommunications, and law enforcement telecommunication radio dispatch and or communication center. Desired training to include public safety communication in emergency management or equivalent amount in service education and experience.

Fayetteville State University (FSU) is a member of the prestigious University of North Carolina System. Situated in southeastern North Carolina, FSU prides itself in being in one of the most diverse cities in the country and neighbor to one of the nation’s largest military installations – Fort Bragg.

FSU has a rich history that serves as genesis for its current status as a leading institution of higher learning. A year after the Civil War ended, the Phillips School provided primary education to Fayetteville’s black citizens, and the Sumner School provided intermediate education for this population. The two schools were consolidated in 1869 and dedicated in April of that year as the Howard School, in honor of the Freedman’s Bureau chief General O.O. Howard. Seven prominent African-American men pooled $136 to purchase two lots for the first building that housed the Howard School. Robert Harris was named the first principal of the Howard School.

In 1877, the Howard School became not just the first public normal school for African Americans in North Carolina but also the first state-sponsored institution for the education of African-American teachers in the South. It was renamed the State Colored Normal School in Fayetteville that year, Fayetteville State Teachers College in 1939, Fayetteville State College in 1963, and Fayetteville State University in 1969.

While FSU’s roots are as a teacher education institution, it now offers nearly 70 degrees at the baccalaureate, masters and doctoral levels. Many of the programs are accredited by the top agencies. The university’s School of Business and Economics is endorsed by the Association to Advance Collegiate Schools of Business (AACSB). AACSB is one of the most prestigious and rigorous accrediting bodies for business programs in higher education. Currently, less than one-third of U.S. business programs and only 15% of the world's business programs have earned AACSB accreditation. Receipt of this distinguished accreditation provides evidence that FSU’s School of Business and Economics has established itself as a leader among business schools. Additionally, the Master of Business Administration program has been cited by U.S. News and World Report and The Princeton Review as one of the best graduate business school programs in the country.
