Organizational Unit Overview:

The primary purpose of the Police Department is to support the University’s
core mission of teaching, research, and public service by providing comprehensive and professional police services. The Department’s staff protects and serves the University community by enforcing the laws of North Carolina, policies of the University, preserving and optimizing resources and by
maintaining an environment that fosters higher education and community-oriented service.

Job Duties :

The Public Safety Officer position is that of a uniformed patrol officer performing standard law enforcement work on the University’s campus. Officers are empowered with full law enforcement authority and are charged with the responsibility of the apprehension of criminal offenders, criminal investigations, traffic enforcement, and warrant/summons service. Officers have jurisdiction on all property that is owned, operated, or controlled by the University, as well as the streets or highways that are immediately adjacent to University property. The candidate of choice will have to for deter crime, maintain the peace, protect lives and property, and respond to calls for service within the University community. This will be accomplished by such means as high visibility patrol, intervention in criminal acts in progress, and investigation of criminal violations, etc.

Job Duties ECU Police and EH&S units have been consolidated into this new campus
safety structure while other aspects of the university safety operations continue to be reviewed. Both units will maintain their separate identities, along with Parking & Transportation Services, but will be considered part of the new “Environmental Health and Campus Safety” unit. So, the ECU Police now report the AVC of Environmental Health and Campus Safety, which in turn reports directly to the Chancellor. This officer has acquired their Advanced Level certification through the NC Department of Justice Criminal Justice Standards Division, which affects their roles on campus.

The East Carolina University Police Department seeks officer candidates to prevent and suppress crime; protect life and property by effecting arrest, forcible if necessary; conduct safety and crime prevention programs; recognize, identify, and mitigate safety concerns and issues; pursue fleeing suspects; perform rescue operations; prepare reports; determine when there is reasonable suspicion to detain; and operate law enforcement vehicle, day and night. The selected candidate will be expected to communicate effectively – both orally and in writing; perform duties with a strong emphasis on community policing and customer service; and maintain all certifications and requirements established by the Department. Applicants must be able to wear and use personal protective equipment, Class I respirator, riot control gear.

Work schedule will include rotating shifts: 48 hours one week, 36 hours the second week. All new hires and transfers from other agencies must serve a 12-month probationary period.

Candidates should be physically and psychologically able to perform duties of a sworn law enforcement officer.

Candidates should also:

*Be currently enrolled or have successfully completed North Carolina’s Basic Law Enforcement Training (BLET) program

*Be a United States citizen

*Be a high school graduate or have passed the General Educational Development (GED) test

*Have a valid North Carolina driver’s license and acceptable driving record

*Be at least 20 years of age at the time of testing

*Be of good moral character with no disqualifying criminal conviction(s)

*Undergo an extensive background investigation including, but not limited to, psychological evaluation, medical exam, and drug screen

*Successfully pass the North Carolina Police Officer Physical Abilities Test (POPAT) prior to the final offer of employment

*Successfully score a minimum of 75% on firearms qualification course prior to final
offer of employment

*Be available to workdays, evenings, nights, weekends, and holidays on a rotating schedule

*Be available to work special events when necessary

*Meet any other minimum employment requirements established by East
Carolina University.

Minimum Education/Experience:

High school diploma or equivalency. Certification as a Law Enforcement Officer in accordance with the provisions of the North Carolina Criminal Justice Training and Standards Commission or the ability to achieve certification within one year of employment. Additional Education and Experience will be necessary for progressive steps (Journey and Advanced).

Preferred Experience, Skills, Training/Education:

*Currently enrolled or have successfully completed North Carolina’s Basic Law Enforcement Training (BLET) program.

*Be generally familiar with or be willing to be trained on multiple technology platforms to
include, but not limited to: desktop computers, mobile computer terminals, computer aided dispatch software, reports management software, criminal justice information software, security camera
software, body cameras, digital cameras, and other related equipment and
applicable software.

*Have the ability to deliver presentations to individuals or groups that are suited to the characteristics and needs of the audience.
