Reporting to the President, the Chief of Police & Executive Director of Public Safety provides progressive leadership, open communication, and professional management of the University safety and security function for the benefit of the University's students, faculty, staff, visitors and the overall community. The Chief/Executive Director understands the University's needs, issues, and environment, and ensures that safety and security initiatives and the day-to-day safety and security functions are aligned with the University community's members, operations, processes, objectives and goals. The Chief/Executive Director plans, develops and directs public safety, security, traffic/parking control, investigation, crime prevention and campus health and safety (OSHA compliance) functions programs and activities. They will serve as a member of the University's Executive Council and participate in the formulation/execution of strategic initiatives that impact the University at large.
Principal Duties and Responsibilities
Direct the departments of Public Safety, Emergency Management, and Health & Safety and serve on Executive Council. Ensure that the University's Emergency Management Plan is up to date and relevant.
Direct the planning and development of systems and procedures to improve the investigation and prevention of crimes and the overall safety and security of the University.
Ensure that all incidents and arrest activities are properly documented, to include reviewing written reports/forms, communicating with staff and completing administrative follow-up as appropriate.
Collaborate with community stakeholders including students, faculty, staff, and other constituents to develop and manage a public safety program that is aligned with University values.
Educate and train appropriate stakeholders on topics related to public safety and emergency management. This may include but not be limited to Clery Act training, safety drills/tabletops, and Title IX incident response (in partnership with the Title IX Coordinator).
Manage institutional compliance efforts and reporting requirements pertaining to the Jeanne Clery Act.
Oversee the investigation of complaints against the department and recommend appropriate action. This requires collaboration and partnership with the Public Safety Oversight Committee which is responsible for addressing any grievances brought against EMU public safety officers and/or the University's Department of Public Safety.
Represent EMU when interacting with law enforcement and other allied agencies, community groups, students, parents and campus visitors. Maintain positive work relations with outside law enforcement agencies e.g. the City of Ypsilanti, Washtenaw County, etc. and obtain or exchange relevant information.
Monitor department compliance with outside agreements and contracts within other police agencies.
Develop and oversee the annual budget for the department. Ensure accountability and transparency of the Public Safety departmental budgets, activities, information and reports.
Communicate and ensure compliance with University policies, federal and state laws and regulations and collective bargaining agreements.
Represent the University in union negotiations, labor/management meetings, and grievance hearings/meetings as required.
Create and maintain a process that produces employee and leadership development and work plans. Develop a culture that promotes and celebrates employee success while fostering a diverse and inclusive work environment. Hold staff and managers accountable for high standards of performance and behavior.
Develop and deploy creative approaches to attracting and retaining new recruits (officers) to the University.
Stay abreast of current methods and practices in law enforcement.
Perform related divisional duties as required.
A Bachelor's degree in Criminology, Law Enforcement, or other field, from a regionally accredited institution, or an equivalent combination of education, training and experience is necessary.
A Master's degree in Business Administration, Management/Supervision, Public Administration, Criminal Justice or a related field is desirable but not required.
Seven (7) years of administrative supervision, assessment of training needs, staffing and analyzing the effectiveness of policies/procedures within a large policing operation is necessary.
Demonstrated leadership with a track record of accomplishments including attracting, training, and retaining recruits.
Strong strategic and analytical thinking skills demonstrated by previous effective management of functions, budgets and projects.
A working knowledge and understanding of the Jeanne Clery Act, Title IX of the Education Amendments of 1972, and other laws/regulations that impact public safety in higher education is required.
Effective oral and written communication skills, including the ability to make presentations to diverse groups and prepare written policies and reports. Must be able to communicate effectively and genuinely with staff members, stakeholders, and constituents from multi-cultural and multi-lingual backgrounds.
Demonstrated ability to communicate, interact, and develop relationships easily with communities both inside and outside the University.
A proficient knowledge and understanding of fire safety and security standards, as well as state of the art fire and security technology and equipment, products and services are necessary.
Possession of a certification by the Michigan Commission on Law Enforcement Standards (MCOLES) or the ability to obtain MCOLES certification within 120 days of employment is necessary.
Demonstrated understanding of and commitment to the values of equity, diversity, inclusion, and social justice are necessary.
Demonstrated ability to lead and supervise staff from a diverse and multi-cultural environment with sensitivity to issues relevant to University students is necessary.
Demonstrated ability to work in a highly collaborative environment is necessary. An aptitude for servant leadership is helpful.
Experience in working in a unionized environment is highly desired.
Specialized training in security management, fire safety, event management, and crisis management will be viewed favorably.

The report also contains information about crime statistics for the three most recent calendar years concerning reported crimes that occurred on campus; in On-Campus Student Housing Facilities; in Noncampus buildings or property owned or controlled by the University or a recognized student organization; and on public property within, or immediately adjacent to and accessible from, the campus. The report also contains fire statistics for any fires occurring in an On-Campus Student Housing Facility during the three most recent calendar years.
