Program Leader, Fire & Life Safety

Position Description:

Under the leadership of the Director of EHS, plans, creates, and manages a comprehensive fire and life safety program which ensures the university remains compliant with all state fire codes, federal regulations, and internal standards. The Fire & Life Safety Program Leader is primarily responsible for providing leadership to the fire and life safety team, management of all fire and life safety processes, and upkeep of the significant administrative requirements of the program. This includes, but is not limited to, writing of new and upkeep of all technical documents, quarterly fire alarm trend analysis and fire incident reporting, Clery Report preparation, writing of the fire incident reports, and lessons learned reports for the UT system.  Additional responsibilities include oversight of the campus hot-work, fire impairment, fire drill, pump testing, fire extinguisher inspection, and many life safety training activities. This position is required to perform rotating 24-hour EHS One Call technical/emergency support and cross-functional support to other EHS department disciplines as needed.  Supervises 2-3 personnel and 1-2 student employees.

Responsibilities include, but are not limited to, the following:

  • Effectively lead and mentor the fire & life safety team; provide work direction, supervision, and evaluate performance of fire & life safety technical staff and/or student workers. 
  • Promote and contribute to successful team-oriented work by maintaining a positive fire & life safety group environment, including a focus on mentorship and professional development of team members.
  • Develop and implement well-communicated clear strategies and systems to promote and facilitate compliance with all state and federal fire codes as well as UTK fire and life safety programs.
  • Make budgetary projections and recommendations to the Director regarding overall needs and expenses of the program, as well as effectively track and manage the Fire and Life Safety annual budget.
  • Develop data collection methods for use in assessing program effectiveness and identifying gaps. (Key Performance Indicators). 
  • Conduct in-depth data analysis and prepare reports for senior managers and various department /university safety committees on fire program implementation.
  • Ensure timely preparation of fire incident investigation reports, development of corrective measures and tracking until implementation is complete; conduct fire safety audits of university facilities for compliance.
  • Monitor university compliance to all fire codes including oversight of other department’s fire safety processes, such as University Housing, Graduate School of Medicine, UTIA, etc.
  • Participate in EHS department planning activities regarding strategies and service enhancements.
  • Assess incidents and complaints concerning potential fire and life safety issues campus-wide (including satellite locations that fall under UTK).
  • Perform fire incident response in coordination with Facilities Services, Emergency Management, and UTPD.
  • Review and assess fire and life safety processes with construction or renovation projects.
  • Provide technical review and/or approval for permits to include and not limited to hot work activities, open flame/burning, fireworks, fire protection system impairments, and temporary structures. 
  • Coordinate with the UTK Emergency Management, UTPD and KFD emergency responders, and State Fire Marshal’s office on fire safety plans.
  • Provide functional direction and training on the overall application of all fire and life safety programs.
  • Develop, conduct, coordinate and track university fire, life safety and fire-related EHS training which includes leading CPR/ AED/ BFA training through the EHS ASHI certified training center.
  • Complete other related and cross-functional duties and provide assistance to other EHS Programs as assigned by the Director or Assistant Director of EHS.

Position Qualifications:

Required:  Bachelor’s Degree in a science, occupational health & safety, Fire Science, Fire Protection Engineering, Fire Safety, Occupational Safety, Safety Management, Chemistry, Physics or other related field. Minimum 8 years of experience in fire and life safety program management or equivalent.  Experience developing, writing and implementing fire prevention and life safety programs/policies and guidance documents. Experience in fire & life safety instruction. Experience managing budgets and regulatory affairs.

Preferred:  Master’s degree in Fire Science, Fire Protection Engineering, Fire Safety, Occupational Safety, Chemistry, Physics or other related field and 10 or more years of experience supervising, working or overseeing implementation of fire and life safety programs, preferably in a university or hospital setting. Completion of TN Fire Marshal's course FP130 Fire and Life Safety Educator I, CF200 Intro to IFC , NFPA Certified Fire Protection Specialist, or equivalent experience with review/enforcement of IFC or IBC requirements.
