General Description:

The Executive Director, Division of Access and Community Engagement (DACE) fosters, leads and implements the strategic direction, design and operation of the College’s Office of Adult and Community Education which includes non-credit adult basic education (ABE), high school equivalency (GED/HiSET) programs, the English as a Second Language (ESL) Institute and DACE’s non-credit lifelong learning programs as well as provides general oversight of the College’s grant-funded KEYS Program. This individual serves on the Vice President’s leadership team and co-creates the vision and provides leadership in the development, innovation, coordination, planning, implementation, assessment, and growth of adult and community education programs and initiatives, and other non-credit and lifelong learning/personal enrichment offerings within the division. The Executive Director collaborates with other College departments and external partners to lead the design and implementation of programs that bridge non-credit students to credit and workforce programs, works with other leaders within the division to oversee special projects, and takes a lead in the coordination and implementation of assessment processes to enhance program and student outcomes.

Specific Responsibilities:

• Design and implement adult and community education initiatives within the division.

• In tandem with Manager, Adult, and Community Education, serve as a point of contact for the division’s adult and community education programs to all internal and external parties.

• Provide instructional and administrative leadership to the ABE and High School Equivalency (GED/HiSET) programs and the ESL Institute; develop program design and curriculum, and oversee day-to-day operations of the program.

• In tandem with Manager, Adult and Community Education, conduct classroom observations of instruction for ABE, High School Equivalency, ESL Institute, and DACE non-credit faculty.

• Provide leadership over the identification of appropriate curriculum for adult and community education programs and determination of appropriate formative, summative and standardized assessments.

• Provide leadership over the development and maintenance of the ABE, High School Equivalency (GED/HiSET), ESL Institute, and DACE non-credit master schedule of classes.

• Provide leadership over the selection, placement, and evaluation processes for adult and community education program instructors.

• Lead and manage adult and community education temporary staff at various community-based organizations (CBOs) as well as the College’s Regional Centers.

• In collaboration with the College’s Regional Center Directors, design, implement and oversee adult and community education programming in response to the needs and enrollment trends of area residents.

• Lead and oversee the design, development, and implementation of new non-credit offerings, and establish appropriate program goals and targets in collaboration with other division staff.

• Oversee the adult and community education program budgets and expenditures and submit annual budget projections to the Vice President.

• Oversee the design and implementation of student-centered initiatives related to success, academic transition, retention, and persistence for students in the College’s adult and community education programs and the College’s KEYS Program.

• Provide strategic leadership of the state-funded KEYS program serving TANF and SNAP students and working with Project Director, KEYS to ensure annual program performance benchmarks are met and the program remains in compliance with all state guidelines.

• Collaborate with other departments within the division in the execution of program goals and objectives, delivery of student services, and achievement of successful student outcomes.

• As appointed by the Vice President, serve on various internal and external committees.

• As a member of the Vice President’s leadership team, assist in the development, implementation, and evaluation of student and program-level outcomes, develop recommendations for improvement and implement and monitor improvement plans and strategies.

• Develop and implement systems for delivery to a diverse student population.

• Oversee the coordination of adult and community education program recruitment, enrollment, and registration processes.

• Implement and ensure compliance with relevant sections of the College’s collective bargaining agreement as it pertains to divisional activities, faculty, and staff.

• Support Vice President in resolving labor issues and problem-solving among bargaining units.

• Prepare annual and statistical reports for the division.

• Provide direction and guidance to direct reports.

• Assist the Vice President with special projects, as assigned.

• Deliver quality customer service to both internal and external constituents in a professional helpful and courteous manner.

• Perform other duties as assigned.

Minimum Qualifications:

• Master’s degree is required. Any and all degrees must be from a recognized institutional accreditor.

• Three (3) years college/university level experience in academic/student affairs/workforce administration required.

• Experience supervising staff and managing budgets required.

• Excellent organizational and leadership skills required.

• Demonstrated proficiency using MS Word and Excel required.

• Demonstrated ability to manage projects and work collaboratively with others in meeting project deliverables required.

• Excellent organizational and problem-solving skills required.

• Previous experience using an enterprise-wide system required.

• Excellent oral and written communication skills required.

• Ability to maintain sensitivity, understanding, and respect for a diverse academic environment, inclusive of students, faculty, and staff of varying social, economic, cultural, ideological, and ethnic backgrounds required.

Preferred Qualifications:

• Master’s degree in Education, Higher Education, Organizational Leadership, or a related field preferred.

• Banner preferred.

• Prior experience in a leadership role within higher education (preferably an urban community college) preferred.

• Experience developing and implementing student and program-level outcomes assessments preferred.

• Experience working with grant-funded educational and workforce programs (i.e. ABE, GED, ESL KEYS, etc.) preferred.
