Position Summary

This position interacts with researchers and administrative units and collaborates with departments offering related support services such as the Office of Sponsored Programs and Contract and Grant Administration, MSU Technologies, and the Office of University Counsel, as well as other compliance offices housed within the Office of Regulatory Affairs (e.g., Environmental Health & Safety, IRB, and the Conflict of Interest Office).

Shared responsibility for the management of the Export Control & Trade Sanctions compliance program; provide one-on-one support for faculty, staff and administrators with export control concerns. Develop, present, and/or provide training to students, faculty, and staff on research compliance-related topics. Draft license applications and institutional registrations. Assist in developing and administering export, import, and trade sanctions policies. Develop, apply, and maintain in-depth regulatory knowledge of Federal, State, and local regulations and policies governing research compliance. Review research and development proposals, agreements, grants, contracts and awards for export control and trade sanctions issues. Serve as a designated point of contact and resource for University researchers, administrators and staff, regularly responding to requests for information, analysis of export compliance, and review of contract provisions relating to these areas. Analyze and assess research and non-research-related activities and vital regulatory requirements to maintain institutional compliance in both research and non-research areas as required by export control laws and regulations. Assist in investigating any instances of possible non-compliance and, if needed, develop corrective actions.

Unit Specific Education/Experience/Skills

The job requires: knowledge equivalent to that which normally would be acquired by completing a four-year college degree program in Business administration, Finance, or a research-related field; five to eight years of related and progressively more responsible or expansive work experience in research administration including the area of pre or post award processes, or related field such as regulatory administration, or an equivalent combination of education and experience. This job requires Essentials of Research Administration at MSU Certificate series or equivalent.

Desired Qualifications

BA/BS degree in scientific, regulatory, or legal field plus three to five years of related and progressively more expansive work.

Experience in research compliance in higher education, a research institute, or a government regulatory agency.

Requires strong analytical and problem-solving abilities.

Excellent communication, writing, organizational, and presentation skills are required.

Must be able to handle confidential and sensitive information in an appropriate and professional manner, and to manage shifting priorities and multiple, demanding projects.

This position requires access to EAR or ITAR controlled technologies. For consideration under this posting, a candidate must either be a U.S. citizen, permanent resident, refugee, or asylee.

Demonstrated excellent organizational skills, attention to detail, and ability to set appropriate priorities between multiple concurrent tasks.
