Job Description:


The Benefits and Compensation Manager is a key member of the Human Resources team. Responsibilities will include administration and compliance of GIC state health and welfare benefits which include health benefits, life Insurance, flexible spending accounts and dental benefits. The Benefits and Compensation Manager will be responsible for coordinating open enrollment, researching benefit questions and communicating with employees. Responsibility will also include development, implementation and administration of non-unit professional compensation programs.


Benefits



  • Advising employees of their benefit options, processing necessary forms to enroll or change benefits, managing necessary records
  • Administer benefit and insurance programs; including GIC reconciliation; completion of forms, program dates and explain benefit changes
  • Approve and process all materials regarding leave of absences (FMLA) and workers compensation forms with appropriate agencies
  • Serve as primary resource on complex issues related to the state retirement system, including processing retirement forms
  • Liaison with state agencies and vendors regarding all employee benefits
  • Coordinating open enrollment, pension, retirement and employee information sessions with vendors Conducting and updating new employee orientation program



Compensation



  • Development, implementation and administration of non-unit professional compensation program
  • Oversee activities of wage and salary adjustments for bargaining unit employees.
  • Processing of wage and salary adjustments for non-unit professionals
  • Conduct position audits, develop and analyze job descriptions for appropriate grading and FLSA status, internal equity and market analysis
  • Participate in internal and external salary surveys
  • Provide data necessary for analysis to make appropriate compensation decisions Verification of salaries/step for adjunct faculty contracts
  • Liaison with Payroll in processing of special payments (stipends, special engagements, supplemental pay, etc.)
  • Oversee and participate in special projects as assigned
  • BA/BS degree in Human Resources or other appropriate field, 5+ years' experience in benefits administration or as a generalist or HR specialist preferably in higher education
  • Certified Benefits Professional (CBP) or Certified Employee Benefits Specialist (CEBS) certification preferred,
  • Knowledge of Government and State regulations;
  • ability to interpret complex State regulations
  • Knowledge and experience of wage and compensation processes, programs and tools.
  • Solid understanding of compensation market survey data and systems.
  • Planning negotiating and supervisory skills
  • Demonstrated knowledge of Commonwealth of Massachusetts employee benefit systems.
  • Strong Proficiency in Microsoft Office applications such as Excel, Access, Word, PowerPoint, Outlook and SharePoint. Must be detailed oriented and have the ability to handle multiple projects
  • Excellent interpersonal, written and verbal communication skills Willingness to travel to meetings throughout the Commonwealth.


Requirements:



  • BA/BS degree in Human Resources or other appropriate field, 5+ years' experience in benefits administration or as a generalist or HR specialist preferably in higher education
