Position Summary:

Works directly with Director of unit and assists in managing and controlling the accounting, budgeting, auditing and other financial or related functions to ensure financial integrity of the unit. Incumbent also directs and coordinates HR, personnel and operational matters. Financial management has the greatest emphasis and is the overriding, major function.

Knowledge, Skills, Abilities and/or Competencies:

- Knowledge of accounting and budgetary theory, principles and practices.
- Knowledge of state and federal laws and regulations pertaining to departmental budgets and accounting practices.
- Skill in applying accounting and financial management principles.
- Experience with managing UGA accounts through Sponsored Programs and CandG.
- Ability to effectively communicate.

Duties/Responsibilities:

FINANCE
-Provide oversight of all funding sources of the unit including state appropriations, sponsored accounts; reconciles and audits expenses to general ledger and ensures all supporting documentation is maintained related to Salaries and payroll related expenses, procurement card transactions, 3rd party vendors, Interdepartmental charges, etc. Prepares manual adjusting journal entries to correct or re-class transactions to proper accounts/object codes as needed by University Accounting department, etc. Also, general knowledge of overall accounting concepts with specific areas covering cost of goods sold and unearned/deferred revenue as well as the ability to accurately calculate and record related transactions/entries. Meets budgetary financial objectives by assisting in the preparation of annual budget process including fund activity; preparing & processing budget amendments; analyzing budget variances; initiating corrective actions, etc. Specific duties include:

- Manage all revenues and expenditures for each of the eight Archway communities;
- Work with other units on campus regarding budgetary transfers and student information;
- Manage cell phone accounts for Archway faculty;
- Coordinate domestic and international travel;
- Share travel orientation/policies to staff;
- Manage vendors/contracts/direct billing;
- Works with hotels and accounts payable directly on policies and procedures;
- Process departmental travel, supply reimbursements and contract expenditures;
- Make purchases through UGAMart system;
- Oversee inventory of equipment for Athens and state-wide employees;
- Manages the purchasing of supplies and ensures all office supplies are stocked as needed;
- Manages P-Card holders account.

HUMAN RESOURCES

-Serves as main contact for all human resources related matters and supervises human resource and payroll objectives up to and including: documenting job descriptions, completing personnels, updating leave records and enforcing the policies and procedures related to personnel matters including but not limited to personnel actions, payroll & affirmative action. Provide orientation for employees regarding UGA policies.

MOU PROCESS

-Manages the MOU process by which Archway negotiates contracts and collects revenue from eight community (funding) partners to include: 1) regular status reports to Archway Director and Operations Coordinators, 2) provides updated MOUs to Archway Professionals on a timely basis, 3) ensures local partners are invoiced correctly, and 4) monitors invoice payments, deposits and accurate records of transactions.
