Organizational Unit Overview:

The Office of the Vice Chancellor for Research, Economic Development and Engagement (REDE) is responsible for research policy and integrity, research administration and contract negotiations across ECU for both the main campus and the health sciences campus. The division directs new intellectual enterprises, including technology transfer. Industry, military and government agency research partnerships and community engagement and economic development activities across the eastern half of North Carolina are also managed by the division. The vice chancellor leads the development of ECU’s new 328-acre millennial campus, which will drive public-private partnerships, innovation and investment in the region. REDE is responsible for the following units under its umbrella: Office of Research Administration, Office of Research Integrity & Compliance, Office of Export Controls & Customs, Office of National Security & Industry Initiatives, Office of Licensing & Commercialization, Office of Community Engagement & Research, Office of Postdoctoral Affairs, Office of Undergraduate Research, and the Institutional Animal Care & Use Committee.

Job Duties :

The Program Manager is responsible for planning, developing, and implementing the Rural Innovations Strengthening Eastern North Carolina 29 Counties (RISE-29) program which represents a partnership between ECU and Beaufort, Hyde, Martin, and Pitt counties. The heart of RISE-29 lies with student entrepreneurs responding to the community-driven needs with the goal of stimulating economic growth and job creation. RISE-29 partners will gather community input to target projects within each county and across the region to strengthen rural economies. Advanced tools for data analytics housed at the Economic Growth Collaboratory will provide economic development intelligence for economic growth and educational achievement. RISE-29 will leverage investments made by ECU and regional partners. Notable among them are opportunities to work in new facilities including laboratories, greenhouses, and collaborative spaces at ECU. Regional partners will provide expertise alongside regional assets and infrastructure.

The responsibilities of the Program Manager are both strategic, in developing best practices and business processes, and operational, in creating quality, consistency, and accountability among RISE-29 student participants and partners. Duties will include overseeing all program logistics, creating SOPs, recruiting and counseling community partners and student interns, marketing and communications, meeting and event management, tracking student achievements and credentials, conducting program evaluations, developing and maintaining databases, and analyzing data. The Program Manager reports to the Assistant Vice Chancellor for Economic & Community Engagement.

Minimum Education/Experience:

Bachelor’s degree and one year of experience related to the area of assignment; or equivalent combination of training and experience. All degrees must be received from appropriately accredited institutions.

License or Certification required by statute or regulation:

Preferred Experience, Skills, Training/Education:

-Master’s degree in business, public administration, entrepreneurship, regional and urban planning, political science, or related fields.
-Experience in new business development, community engagement, economic development, program management, and entrepreneurship.
-Experience developing, implementing, and analyzing survey data.
-A strong ability to acquire, use, and manipulate data to make fact-based decisions.
-Ability to think innovatively and generate new ideas that can translate directly into results.
-Flexible, adaptable, customer-focused, and goal oriented with a commitment to high standards of excellence.
-Ability to communicate effectively through written and verbal presentations.
-Leadership ability and demonstrated success in environments with multiple stakeholders, dueling priorities, challenging goals, and deadlines.
-Results-oriented.
