Job Summary/Basic Function: :

The Human Resources Director is responsible for supporting the Executive Director of Human Resources in overall management of the college’s human resources function. The Director supports the strategic planning and implementation of human resources programs and services to include, but not limited to, employment, recruitment and selection, compensation and classification, employee relations, performance evaluations, employee and leadership development, benefit and leave administration, and worker’s compensation. This position will recommend and implement legally sound and effective human resource management programs, policies, and practices.

Duties and responsibilities include, but are not limited to:

Human Resources Department Management

  • Direct the day-to-day operations of the human resources department, including planning, development, coordination, and evaluation of operations and implementing department goals and objectives.
  • Manage the HR training needs throughout the college and assist the Executive Director with the development and planning of training programs to meet the established needs.
  • Manage and monitor employee performance appraisals and ensure that supervisors have proper training. Assist supervisors and executive leaders with employee counseling, improvement plans, and due-process procedures, where needed.
  • Assist with the selection, training, supervision, and evaluation of HR staff and recommend assignments, discipline, and dismissal.
  • Assist with monitoring and ensuring compliance with federal, state, and local employment laws and regulations, and recommended best practices; review and modify policies and practices to maintain compliance.
  • Assist with developing, interpreting, and implementing policies and procedures.
  • Assist with the ongoing development of systems and technology to support Human Resources administration including the processing of personnel transactions and the maintenance of personnel records and files.
  • Use data to maintain effective operations of assigned areas of responsibility and to prepare recommendations to improve services to employees.

Employment

  • Support efforts to work with supervisors and executive leaders to forecast staffing needs and develop staffing plans.
  • Assist with the development and implementation of policies and procedures for the active recruitment, selection, and employment of diverse personnel. Manage a search process that assists in recruiting diverse and underrepresented groups for faculty and staff vacancies.
  • Manage and monitor the distribution of employee contracts.

Compensation and Benefits

  • Assist with the administration of the college’s compensation program including job descriptions, salary surveys, and position reclassifications.
  • Assist with implementing, administering, and monitoring procedures for salary administration and placement of new hires.
  • Provide oversight of the college’s leave, health insurance, optional employee benefits, workers’ compensation, and unemployment compensation benefit programs including overseeing relationship with insurance vendors and third-party administrators.

Employee Relations

  • Assist with advising employees and supervisors regarding performance and disciplinary issues, ensure progressive discipline and grievance procedures are administered consistently, listen to employee and supervisor concerns, conduct investigations as needed, and recommend a plan of action.
  • Assist with identifying and responding to employee issues.
  • Assist employees and supervisors through the grievance procedures adopted by the board. Ensure all parties are aware of the process, timelines are adhered to, and documentation is submitted to human resources for records management.
  • Manage the employee handbook and personnel directory.
  • Serve as the college’s representative for TWC hearings and investigations as needed.
  • Resolve general complaints from students and the community and participate in formal and informal mediation-type processes to resolve issues, as needed.

Records

  • Support personnel records management and help ensure compliance with the state records management program.
  • Compile, maintain, and file all reports, records, and other documents as required.

Other

  • Prepare and deliver written and oral presentations on HR and management issues to employees.
  • Assist with the development and management of the HR budget.
  • Stay abreast of current research and best practices in human resources management and development in educational and non-education-related settings, and adjust plans, policies, and procedures accordingly.
  • Ensure compliance with local, state and federal employment laws.
  • Stay abreast of state and federal public policy changes that could impact the district.
  • Follow district safety protocols and emergency procedures.

Additional duties and responsibilities may include, but are not limited to:

  • Participate in college committees as directed.
  • Perform other duties as assigned.

Minimum Qualifications: :

  • Internal candidates only – Must be a current full-time or part-time employees of Lee College
  • Bachelor’s (or higher) degree in Human Resources or equivalent
  • Five (5) years of progressively responsible experience in human resources management
  • Two (2) years or supervisory experience
  • Knowledge of selection, training, and supervision of personnel
  • Knowledge of wage and salary, benefits, and performance appraisal administration
  • Knowledge of general and education employment law and hearing procedures
  • Ability to implement policy and procedures
  • Ability to use software to develop spreadsheets, perform data analysis, and do word processing
  • Ability to manage budget and personnel
  • Excellent public relations, organizational, communication, and interpersonal skills
  • Ability to speak effectively before groups of employees or other organizations
  • Experience dealing with highly sensitive and confidential situations
  • Requires a high level of judgment due to the significant scope and impact of decisions and recommendations made
  • Must be available to work evenings and weekends as needed
