Summary of Job Duties and Responsibilities:

Responsible for the operations and management of the Parking and Business office, including the management of the parking systems, staff, event/workshop parking, and visitor parking for the entire campus. This position is the liaison for Parking with all University departments. Specifically works with Facility Management personnel in the analysis and coordination of work orders for all Parking needs on campus; with the Office of Institutional Diversity, and Access and Student Services for Disability to ensure accessible parking is available and in compliance with all state and federal laws; with the Bursar office to maintain, reconcile, and audit all Financial records pertaining to parking permits and parking citations for the University; and with the Information Systems to complete testing and updates of all parking management software systems.

• Management of all parking personnel and equipment including conducting adequate testing of Parking Management system with Information System liaison for all work prior to production turnover including the preparation and maintenance of system and operating documentation for the Validation Tables in Parking Management System;
• Mediation of parking complaints;
• Resolution of parking conflicts;
• Overseeing data entry of financial records for all parking citations and permit sales;
• Analyzing parking issues and coordinating course of action as the Police Department liaison with Facilities Management;
• Assisting with the management of parking enforcement actions, traffic control, and direction for the University;
• Works as the Police Department Parking liaison with the University departments to ensure parking management systems integration, implementation, and functions are interfacing properly with Banner for reporting of parking citation charges and permit sales;
• Serves as Police Department’s internal resource for recruitment and training for parking enforcement, regulations, preparation and maintenance of all internal databases and Banner screens accessed and utilized by Police Department employees;
• Responsible for preparation and maintenance of reports, inventory, internal financial records, databases, office procedures, and parking office communication to university departments, employees, students, and visitors;
• Departmental liaison with the Student Government’s Judicial Board for the appeals processes of parking citations for the University;
• Serves as the liaison for the Parking office in communicating, maintaining, and reporting financial records for parking citations and parking permits to the Vice President for Financial Administration, and the departments of Accounting, Bursar, and Internal Collections;
• Responsible for the design, implementation, and direct planning for the issuance of all parking permits, parking citations, and parking appeals for the University;
• Serves as the departments resources for research, creation, and implementation of parking technology and/or resources to improve delivery of parking services for the University;
• Participates in special projects as assigned by the Chief of Police;
• Responsible for preparation, maintenance, and implementation of the SACS requirements goals, objectives, and assessments for the Parking Department;
• Responsible for any marketing communication, design, or information regarding parking information for the University;
• Responsible for determining training needs and establishing training goals for the parking operations staff;
• Hires and evaluates parking office staff;
• Responsibility for processing inquiries and providing information for graduate, undergraduate, and non-student accounts via phone, mail, or personal contact from students, parents, university departments and external agencies as they relate to parking citations and parking permits;
• Ability to maintain integrity of parking citations, permits, and all parking management financial records, inventory and audits including reconciliation;
• Ability to plan and make decisions as needed quickly and within university guidelines and regulations;
• Ability to maintain positive public relations and act as a liaison for the department, mediate complaints, and resolve conflicts;
• Excellent oral, written, and verbal communication skills;
• Ability to problem solve, research, analyze, and investigate situations to determine appropriate methods of solutions;
• Detail-oriented and customer service knowledge with the ability to follow oral and written directions or details and to interpret and communicate to others information received;
• Must have the ability to meet, deal and calmly communicate in a professional and responsible manner with individuals who may be distressed and unhappy;
• General knowledge required of computers and office equipment including copier, fax, calculator, scanners, printers, and communications radio;
• Ability to read, review, interpret, and follow parking maps, parking regulations, and university policies;
• Must have knowledge of bookkeeping, and business communication (oral and written), computer (network and mainframe environments);
• Ability to work with details including research and investigative experience;
• Must have a pleasant, proactive personality and ability to handle demanding situations calmly, professionally, and within University guidelines.

Minimum Education Requirements:

• Bachelor’s degree required.

Minimum Experience and Skill Requirements:

• Five years of training/experience in business, government, university, or industrial office in a management and/or supervisory position. Additional college may be exchanged year-for-year to meet experience requirement.

Preferred Education and/or Experience Qualifications:

• Previous inventory, accounting, audit, training and RFP/Grant writing experience preferred.
• Parking management and Banner experience preferred.
• Training/recruitment background preferred.
