General Purpose
Under general direction, provides leadership, strategic direction, evaluation, and advancement for the continuous improvement of enterprise technology architecture within the District's information systems on/off-premises and in the cloud according to current best practices in IT and in compliance with information security and data protection regulations; provides strategic project management oversight of enterprise technology architecture initiatives including design, development, budget oversight, implementation, troubleshooting, and testing. Oversees and develops procedures, policies, standards and information systems to the point of operational adoption; works collaboratively with the District Director of Information Systems, Directors of College Technology Services, and personnel from other departments to implement cross-functional projects and guides the development of new enterprise technology systems, continuous improvements, and business processes in support of college and district goals and objectives; performs related duties as assigned.

Essential Duties & Responsibilities

1. Oversees the District's enterprise technology architecture (e.g., Data Centers, Cloud, Servers/Storage, Enterprise Applications, Third-party Integrations, Network Infrastructure, Disaster Recovery, Information Security, Data Protection, Wide Area Networks, Local Area Networks, Cabling Infrastructure, Wireless, etc.); plans, prioritizes, manages, organizes, and oversees project management activities related to the development, enhancement, maintenance, and implementation of enterprise systems; provides leadership in moving technology projects from the conceptual stage through the initiation stage and works with stakeholders to build project requirements; oversees project teams to develop and implement technical solutions and advocates for projects and work to implement District architecture standards and best practices in IT and to ensure compliance with information security and data protection regulations; 2. Performs strategic project management functions including prioritization, development and implementation of standards, priorities, procedures, and attention to improving the security, resiliency, efficiency, and user experience of technology systems throughout the District; works with District and College administrators, faculty and staff to ensure enterprise technology systems support the District's institutional objectives. 3. Collaborates with technology administrators and technical leads on infrastructure projects and projects affecting the enterprise network infrastructure and enterprise applications to ensure Districtwide needs are met in a secure manner; reviews IT facility acquisition, construction and remodeling projects to ensure conformity to established best practice configurations, standards, policies, and guidelines. 4. Plans, organizes, directs, controls, integrates, and evaluates the work of assigned professional, technical and support staff; with team leads and staff, develops, implements and monitors work plans to achieve goals and objectives; contributes to the development of and monitors performance against project budgets; manages and directs the development, implementation and evaluation of plans, work processes, systems and procedures to achieve annual goals, objectives and work standards. 5. Directs and manages the performance of team leads and staff; directs and oversees the selection of staff; establishes performance requirements and personal development targets for direct reports; regularly monitors performance and provides coaching for performance improvement and development, including timely performance evaluations; ensures accurate reporting of absence time; hears and acts on grievances; subject to concurrence by senior management and Human Resources, approves or takes disciplinary action, up to and including termination, to address performance deficiencies, in accordance with Board policies, Administrative Regulations, Human Resources procedures, Personnel Commission Rules, and collective bargaining agreements. 6. Creates, reviews, and revises enterprise technology architecture models to reflect the organization's strategies and goals including disaster recovery and business continuity plans; collaboratively creates and implements business processes according to visions and goals; organizes systems which improve efficiencies while increasing service to students and staff; researches, analyzes and recommends build versus buy strategies. 7. Develops, coordinates and implements training to improve the knowledge, skills, and abilities of staff for organizational growth. 8. Provides day-to-day leadership and works with staff to ensure a high-performance, service-oriented work environment that supports achievement of the department's and District's mission, objectives and values; promotes workplace diversity, inclusion, cultural competency and a positive work environment. 9. Reviews, recommends, or approves project feasibility, scope of work, detailed project plans, milestones and deadlines and project budgets; in collaboration with purchasing department, drafts vendor contract language, manages vendor relationships including contract negotiation and administration, implementation and oversight of compliance requirements; monitors project progress, prepares status reports and communicates accordingly; reviews and acts on contract change requests; approves deliverables developed by vendors or consultants; integrates multiple projects into overall work plans; meets with project technical and management steering committees on project issues and progress; works with functional users; ensures project completion and accountability for results. 10. Stays abreast of IT architecture industry research and best practices, project management and new and emerging technology for instructional support, student records and data, information security and data protection compliance, account management, and other needs related to optimizing performance of the District's IT systems and networks; reviews professional publications; proposes innovative integration solutions and system enhancements to meet future needs; remains cognizant of all state and federal laws and mandates regarding relevant systems. 11. Makes presentations to diverse audiences, including the Board of Trustees and other board-level groups, on various topics such as the District's current IT enterprise applications, IT emerging issues or activities, IT strategies, and progress on IT initiatives. 12. Serves on or leads committees, workgroups and task forces, and represents the District at local, regional, state, and national conferences, meetings, workshops, and training seminars; establishes, develops and maintains professional networks and participates in professional associations. 13. Creates methods for compliance architecture and data governance, such as data access, data storage, metadata management, and change control.OTHER DUTIES

APPLICATION REVIEW AND ASSESSMENTS
The application review process includes an evaluation of training and experience based on given application information and answers to supplemental questionnaire. Only the most qualified applicants, who pass the minimum qualifications review, will be invited to the assessment process.

The assessment process will include a written assessment (40% weight) and an oral interview assessment (60% weight). Passing score is 75% out of 100% on each assessment section.

State Center Community College District (SCCCD) was formed in 1964 when it assumed control of Fresno City College and Reedley College. SCCCD serves approximately one million people and 18 unified and high school districts in more than 5,500 square miles of urban and rural territory, including most of Fresno and Madera counties and portions of Kings and Tulare counties. SCCCD is governed by a seven-member board of trustees who represent seven trustee areas. Total district enrollment for the fall semester 2012 is over 34,000 students. SCCCD is a merit system district with over 2,300 faculty and classified staff represented by the California School Employees Association (CSEA) and the American Federation of Teachers (AFT). The total operating budget for SCCCD in 2012-13 is $168 million. 

Fresno City College, established in 1910, enrolls in excess of 22,000 students and offers more than 100 associate of arts and science degree programs and 60 certificate of achievement programs in vocational/occupational areas. Reedley College, established in 1926, is located in Reedley (approximately 25 miles southeast of Fresno) and enrolls approximately 6,200 students in a variety of courses and degree programs in occupational education and the arts and sciences. SCCCD operates three educational centers with a combined enrollment of approximately 8,300 students. The Willow International, Madera and Oakhurst centers offer programs in general education for transfer and two-year degrees. In addition, the district offers occupational and technical training at its Career and Technology Center and the Training Institute.
