Promise Heights is currently hiring multiple Associate Community School Directors (Community Program Specialists) to work alongside a Community School Director (licensed social worker) placed at a Baltimore City Public School (BCPSS). Positions are available at the Elementary (PK-5) and Middle (6-8) school levels. Assistant Community School Directors are responsible for producing mutually beneficial relationships resulting in meaningful and sustainable educational, employment, and economic opportunities that serve as a catalyst for community program empowerment. These positions plan, organize, and coordinate technology, resources, networks, and partnerships for groups, individuals, and/or families to achieve the goals to improve the community well-being of school and community members. The Promise Neighborhood program is a U.S. Department of Education initiative focused on breaking the cycle of inter-generational poverty by significantly improving the educational and developmental outcomes and overall life prospects of children and youth in our most distressed communities. The core idea behind the initiative is to provide both effective schools and strong systems of support to children, youth and their families in poverty and thus meeting their health, social services, and educational needs. The University of Maryland School of Social Work is the lead agency for the Promise Heights Promise Neighborhood in the Upton/Druid Heights neighborhood in West Baltimore. (Feb 2021)  Essential Functions

• Assist in the management of the Community School programs by monitoring progress and operations program components and ensure the highest quality programming for all stakeholders. Provide solutions to issues and judgment outside of pre-established guidelines or processes.
• Coordinate the Community School Family Engagement program development and implementation. Family Engagement coordination will include significant assessment, evaluation, and intervention utilizing best practice/promising practice models for family support and outreach.
• Develop and maintain relationships with families, staff, partners, students and community members to create a network of support needed for family engagement to be successful. Assist in the development and implementation of recruiting plans for the family engagement program, including groups (Parent Teacher Organization), individuals (Parent volunteers), and/or families for specific events and initiatives.
• Develop and facilitate parent workshops, events and initiatives. Coordinating logistics for Family Engagement programming including the school newsletter and social media pages.
• Assist in evaluating the Family Engagement program effectiveness to develop improved methods; devise evaluation methodology and implements; analyze results and recommend and/or take appropriate action. Has the authority to formulate, affect, interpret, or implement policies or procedures to ensure effective operation of the program.
• Assist Community School Director (social worker) in conducting social work assessments that examine risk and strengths of children and their families. Assist with student and/or parent groups focused on behavioral health and social/emotional learning. Perform family outreach and case management for school and community families, including home visits. Responsible for completing appropriate documentation.
• Participate in capacity-building activities, including initiative-wide and site-based training, professional development, network meetings, and site visits. Assist Community School Director to ensure participation of other needed or required site-based staff. And participate in site-based Baltimore City Public Schools committees, as needed.
• Other duties as assigned.

Qualifications
Education: Bachelor's degree, degree in social sciences, such as social work or psychology preferred.
Experience: Two (2) years of community program coordination, development, oversight or administration.
Other: Except for qualifications established by law, additional related experience and formal education in which one has gained the knowledge, skills, and abilities required for full performance of the work of the job class may be substituted for the education or experience requirement on a year-for-year basis with 30 college credits being equivalent to one year of experience.  Knowledge, Skills, and Abilities:

• General knowledge of business English, spelling, and grammar. General knowledge of and skill in the use of word processing, database, and spreadsheet software to produce documents and maintain information. Ability to present statistical material in table, chart, or graph form.
• Ability to plan, organize, and prioritize multiple tasks and assignments.
• Ability to handle confidential and sensitive matters with tact and discretion. Ability to maintain confidentiality of client information in accordance with professional standards, HIPAA (Health Information Portability & Accountability Act), FERPA (Family Education Rights and Privacy Act), and state regulations.
• Ability to communicate effectively orally and in writing. Ability to understand and follow oral and written instructions.
• Ability to establish and maintain effective working relationships. Ability to work as part of a team, as well as with individuals and/or families from diverse ethnic, racial, and social-economic backgrounds.

 
The Hiring Range for this position is in the high $40,000s to low $50,000s, commensurate with education and experience.
