Responsibilities

Serves as a member of the College of Motion Picture Arts’ (CMPA) senior management team and is responsible for oversight of the financial support functions for the Dean of the CMPA. Participates in short and long-range planning to include policy and program development in moving the College forward.

Responsible for ensuring the mutually defined and agreed upon financial services are performed and financial reports are provided. Monitors the financial positions of the College. Provides sound advice and recommendations to the Dean and his designees regarding the finances of the College. Participates in projects designed to expand or enhance the financial, and or operational systems to meet the client needs. Serves as the Budget Manager and assists with annual budget forecasting. Maintains day to day budget transaction details, reconciles monthly using University reports, and approves financial transactions as directed by the Dean.

Using OMNI queries and reports, monitors the college financial transactions such as requisitions, purchases orders, travel authorizations and expense reports to ensure compliance with University policies and procedures. Responsible for monitoring and issuing reimbursements on behalf of the College. Responsible for the timely and accurate coding and the audit of departmental purchasing card payments to ensure that each purchase has the correct accounting information and expense description. Serves as a back-up procurement contract manager for the College. Responsible for the MPA tuition waiver process. Assists in preparing waiver lists, enters waivers in OMNI Student Central, reviews reports for accuracy and monitors the college waiver allocation.

Collaborates with CMPA leadership to design, develop, and implement accounting procedures, reconciliation procedures, and management reports that support the business functions of CMPA. Recommends new and improved programs to effectively manage fiscal and accounting administration. Manages, updates, and documents processes and procedures to accomplish job duties and tasks.

Interprets and communicates policies to staff and client site representatives, provides financial advice and counsel to the administrators of client site and assists with implementation of university financial, human resources, business and administrative policies and procedures. In coordination with the client site, responsible for providing leadership and direction of policy development by reviewing, analyzing, developing, interpreting, and implementing policies and procedures essential for the sound and effective management of the client site. Ensures a sound environment of internal controls and compliance by daily monitoring and reviewing client site activities to ensure compliance with University policies and procedures.

Responsible for the oversight of the Accounts Payable function and processes for MPA. Serves as the primary contact and liaison with Central Accounts Payable for matters involving the prompt handling of invoice payments. Monitors and ensures the propriety of payments, ensuring compliance with the Florida State University Prompt Payment Policy and other applicable laws, policies, and procedures of the State of Florida and Florida State University. Ensures related documentation requirements are fulfilled.

Qualifications

Bachelor's degree and four years of accounting related experience; or a high school diploma or equivalent and eight years of accounting related experience.

(Note: or a combination of post high school education and accounting related experience equal to eight years)

Experience performing accurately in a detail-oriented environment.

Experience working with Microsoft Office and other applicable computer applications, specifically Excel.

Experience developing and implementing policies, procedures, goals, and objectives.

Experience evaluating process effectiveness and developing change or alternatives.

Experience compiling, reviewing, and reconciling data for accuracy, completeness, and compliance.

Knowledge of and experience in the concepts, principles, and practices of accounting, budgeting, and cost control procedures.

Knowledge of the principles and practices of fiscal control systems.

Knowledge of accounting systems and practices.
